Provision of successive publication of press announcements and articles on European Funds in the press in Małopolska in print and on the websites of newspapers and magazines, with an option right

1. The subject of the order is comprehensive service in the field of local and regional press announcements publication (including daily press with regional coverage of the Małopolska Voivodeship, i.e. press titles appearing independently, or as a regional supplement to the national edition, every day from Monday to Friday/Saturday in each district of the Małopolska Voivodeship). 2. The primary goal of the undertaking is to fulfill the information obligation resulting from the regional program European Funds for Małopolska 2021-2027. Planned activities will inform about the support opportunities offered by European Funds in Małopolska, including calls for proposals or current events related to the implementation of programs. The activity will cover the Małopolska Voivodeship. 3. Publications have been divided into 3 modules. Each specifies: circulation, frequency, geographical coverage, target group, subject matter and other requirements, as well as publication parameters: a) MODULE 1 – regional Publication of announcements or articles in daily press and on the websites of newspapers with regional coverage of the Małopolska Voivodeship, i.e. in a press title appearing (independently or as a regional supplement attached to the national edition) every day from Monday to Friday/Saturday in each district of the Małopolska Voivodeship; b) MODULE 2 – local Publication of announcements or articles in local press, i.e. in a press title with local coverage appearing in at least one of the 22 districts of the Małopolska Voivodeship (including cities with district rights); c) MODULE 3 – target groups: Małopolska entrepreneurs and opinion leaders from Małopolska (including management staff, journalists, scientific staff, representatives of the cultural environment, parliamentarians, local authorities) Publication of announcements or articles in local or regional press (including daily press with regional coverage of the Małopolska Voivodeship, i.e. a press title appearing independently or as a regional supplement attached to the national edition, every day from Monday to Friday/Saturday in each district of the Małopolska Voivodeship) on opinion-forming, informational topics related to European Funds, economy, business, entrepreneurship, self-government, business or culture. 4. The conditions for the execution of the order and the detailed description of the subject of the order (OPZ) are included in the draft provisions of the public procurement contract, which will be introduced into the public procurement contract – the contract template and constitute Annex No. 1C to the SWZ (hereinafter referred to as the contract template). 5. The Ordering Party provides for the possibility of exercising the option right. The rules for exercising the option right are specified in the contract template, which is Annex No. 1C to the SWZ. 6. As part of the order execution, the contractor will be obliged to transfer to the Ordering Party the proprietary copyrights to the works created within the scope of the order execution, in accordance with the provisions of the contract template. 7. The Ordering Party, in accordance with the provisions of Art. 95 of the Act, specifies that it does not require the contractor or subcontractor to employ persons performing activities within the scope of the order execution on the basis of an employment relationship, consisting in performing work in the manner specified in Art. 22 §1 of the Act of June 26, 1974 – Labor Code (Journal of Laws of 2023, item 1465, as amended). 8. The subject of the order is co-financed by the European Union from the regional program European Funds for Małopolska 2021-2027.
