Accessibility of products and services - information package - development of packages Addressees: enterprises covered by the Act of April 26, 2024, on ensuring the fulfillment of accessibility requirements for certain products and services by economic entities. Result indicator to be achieved: Number of information packages developed and disseminated by social partners regarding the accessibility of products and services in enterprises covered by the Act of April 26, 2024, on ensuring the fulfillment of accessibility requirements for certain products and services by economic entities - 3 Implementation period 2026-09-01 - 2028-08-31 Goal: development of information packages that will prepare companies for the implementation of the Polish Accessibility Act (PAD), which imposes new obligations on economic entities. All products considered neutral must ensure accessibility. The packages will pursue the following specific objectives: Ensuring legal compliance: Explaining to entrepreneurs how to adapt their offer to the requirements of the European Accessibility Act (EAA) to avoid sanctions. Education on standards: Providing knowledge about the four principles of digital accessibility (perceivability, operability, understandability, compatibility). Social inclusion: Increasing the accessibility of products (e.g., payment terminals, smartphones) and services (e.g., e-commerce, banking) for people with special needs, including seniors and people with disabilities. Operational support: Providing specific guidelines for manufacturers and service providers, facilitating the assessment of whether their offer requires changes. Building market advantage: Indicating the image and business benefits of reaching a wider audience. The task will include the preparation of 3 packages: a) Package: E-commerce and digital services, including materials for the platform This is the broadest industry, covering almost every online store and service platform. E-commerce: Online stores must ensure the accessibility of the entire purchasing process (from product selection to payment). Digital services: Mobile applications, websites, and platforms offering digital content. Qualifications of persons performing the task: Persons with higher education who have documented (e.g., in the form of references, experience) at least 3 years of experience in auditing or implementing digital accessibility for e-commerce platforms (online stores, shopping applications, booking systems). Substantive and legal knowledge: knowledge of regulations: proficiency in the provisions of the Act on ensuring accessibility for persons with special needs and the Act on digital accessibility. Practical knowledge of WCAG 2.1 guidelines, necessary for verifying the correctness of digital information packages. Ability to create content that is useful for everyone, regardless of their level of ability. Operational and technical skills: creation of accessibility statements, knowledge of information and communication accessibility principles Certificates and training in accessibility: verified based on documents such as: certificates, training completion certificates, and references confirming the above competencies. b) Package: Passenger transport, including materials for the platform The transport industry (air, bus, rail, and water) must ensure accessibility in the following areas: Sales and information: Ticket machines, check-in systems, and interactive information screens. Ancillary services: Websites and applications for booking journeys. Qualifications of persons performing the task: Persons with higher education who have documented (e.g., in the form of references, experience) at least 3 years of experience in ensuring accessibility, serving passengers with disabilities (PRM), or managing infrastructure at a carrier (rail, aviation, bus, or urban transport). Substantive and legal knowledge: knowledge of regulations: proficiency in the provisions of the Act on ensuring accessibility for persons with special needs and the Act on digital accessibility. Practical knowledge of WCAG 2.1 guidelines, necessary for verifying the correctness of digital information packages. Ability to create content that is useful for everyone, regardless of their level of ability. Operational and technical skills: creation of accessibility statements, knowledge of information and communication accessibility principles Certificates and training in accessibility: verified based on documents such as: certificates, training completion certificates, and references confirming the above competencies. c) Package: Technology and electronics (Manufacturers and Distributors), including materials for the platform Obligations apply to companies introducing computer hardware and consumer electronics to the market: Computer hardware: Desktop computers, laptops, and their operating systems. Mobile devices: Smartphones, tablets, and e-readers. Self-service terminals: Ticket machines, ATMs, and payment terminals. All packages will obligatorily include information on the practical aspects of ensuring the accessibility of products and services. Qualifications of persons performing the task: persons with higher education who have documented (e.g., in the form of references, experience) at least 3 years of experience in ensuring digital or architectural accessibility of IT systems (ICT), self-service devices (ATMs, ticket machines, terminals), or consumer electronics.
