  1. The Government of Georgia has received financing from the World Bank toward the cost of the Georgia Resilient Agriculture and Irrigation Project and intends to apply part of the proceeds toward payments under the contract for Rehabilitation and Modernization of Zeda Arkhi Irrigation Scheme.
  2. The Ministry of Environmental Protection and Agriculture now invites sealed Bids from eligible Bidders for Rehabilitation and Modernization of Zeda Arkhi Irrigation Scheme. Namely, Rehabilitation and Modernization of Main Canal Structures: Sedimentation Basin, Animal Water Drinking Structures, Siphons, Canal Lining and Main Canal Outlets; Secondary, Tertiary, Lateral and Direct Pipeline Irrigation Network; and Complete SCADA Installation under the Zeda Arkhi Irrigation Scheme Located in Bolnisi Municipality, Kvemo Kartli, Georgia. The Construction Period is 24 Months, Estimated Cost of the works is USD 11,600,000.
  3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing”, September 2025 Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50%.
  5. Interested eligible Bidders may obtain further information from the Ministry of Environmental Protection and Agriculture of Georgia and request the bidding document during office hours - 10:00 to 17:00 hours at the following email addresses: iosebtchonkadze@gmail.com; mariam.bakhtadze@mepa.gov.ge; rusudan.manjgaladze@mepa.gov.ge
  6. The Bidding document in English may be requested by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by e-mail in an electronic format, free of charge.
  7. Bids must be delivered to the address below on or before September 07, 2026, 15 :00 local time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on September 07, 2026, 15 :00 local time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  8. All Bids must be accompanied by a: (i) Bid-Securing Declaration; and (ii) Local Labour Method Statement.
  9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document
