This negotiated procedure without a prior call for competition concerns a framework agreement with up to three framework agreement partners for the production and processing of daily business mail for the Siemens Health Insurance Fund (SBK), excluding mail generated decentrally at SBK branch offices. The scope of business mail includes individual letters, batch letters from daily mail, and action-related mailings. Some dispatches require the inclusion of physical or on-demand generated enclosures. The print data stream will be consolidated via a central document management system and made available for retrieval in a secure area. The estimated annual production volume is approximately 11 million A4 pages, comprising around 4 million letter dispatches. Specific estimated and maximum quantities are detailed in the Special Contract Conditions. The overall evaluation of bids will be weighted at 40% for price and 60% for qualitative criteria, utilizing the best offer quotient method as per Section 9.2 of the Application Conditions. SBK expressly reserves the right to award the contract based on initial offers, in accordance with § 17 (11) VgV, meaning bidders have no entitlement to negotiations. Should SBK decide to conduct negotiations, the top three bidders, ranked according to the published award criteria after bid evaluation, will be invited to negotiate, as per § 17 (12) VgV.
