Organization and execution of an unmanned aircraft operator course for aircraft weighing up to 25 kg for 71 students

The Contracting Authority requires comprehensive execution of the order, i.e., organization and execution of the Course. The Contractor's tasks include: 1) Conducting theoretical classes in e-learning format in real-time on an internet platform provided by the Contractor. 2) Conducting practical classes in accordance with the information contained in Chapter II. 3) Execution of the Course in accordance with ULC guidelines, including the regulations contained in Commission Delegated Regulation (EU) 2019/945 of March 12, 2019 on unmanned aircraft systems and on third-country operators of unmanned aircraft systems, and in Commission Implementing Regulation (EU) 2019/947 of May 24, 2019 on rules and procedures for the operation of unmanned aircraft. 4) Presenting the Contracting Authority with a program covering the thematic scope necessary to obtain authorization for operating unmanned aircraft in the specific category for scenario STS-01. 5) Execution of the Course in accordance with the schedule adopted by the Contracting Authority. 6) Ensuring staff with appropriate qualifications, authorizations, and experience. 7) Ensuring access to aircraft appropriate for the type and scope of the Course. 8) Insuring Course participants against accident. 9) Developing training materials in accordance with the Course program and providing them to Course participants. 10) Providing Course participants with equipment for practical classes in quantities necessary for the proper execution of the Course program. 11) Ensuring all necessary permits in accordance with applicable law to conduct practical classes. 12) Monitoring participant attendance and maintaining ongoing Course documentation. 13) Preparing printed certificates confirming completion of the Course and providing them to Course participants. 14) Organizing and conducting an Examination for all Students who have completed the Course. 15) Preparing and submitting photographic and video documentation of the practical classes conducted (min. 20 photos and a 10-minute video on a data carrier). 16) Marking of documents/training materials for the Course in accordance with the "Guidelines for information and promotion of projects co-financed under the European Funds for Pomerania 2021-2027 program". 5.2 Course Objective and Program 1) The objective of the Course is theoretical and practical preparation for the Examination, which is necessary to obtain authorization for flights in the specific category for scenario STS-01: Visual Line of Sight (VLOS) operations with airspace observers over a controlled ground area in a populated environment. 2) The Course program should include at least the following topics: a) Health and safety regulations, b) Aviation law, c) General knowledge of unmanned aircraft systems, d) Operation, construction, and functioning of equipment, e) Flight execution principles, flight safety, response to dangerous situations, f) Pre-flight preparation, pre-takeoff procedures, g) Equipment and system checks, h) Ground handling and flight readiness assessment, i) Safe maneuver execution, j) Altitude changes, k) Maintaining stability, l) Entering and exiting turns, hovering, m) Landing in a designated area, n) Hovering in all horizontal orientations, o) Execution of piloting procedures, p) Taking the Examination. 5.3 Order Organization 1) The Contracting Authority requires the order to be executed: from the date of contract conclusion until June 27, 2025, excluding the winter break period and holiday breaks. 2) The Course should be conducted based on the program referred to in point 5.2 Course Objective and Program and in accordance with the schedule established in cooperation with the Contracting Authority and Students. 3) Theoretical and practical classes within the Course should take place on Saturdays or weekdays during hours free from school lessons.
