Temporary Storage and Disposal of Excavated Material

Temporary storage and disposal of soil material from assignment classes Z0 to greater than Z2, including hazardous waste from various construction measures of the HA Tiefbau within the city of Munich. The Baureferat, Hauptabteilung Tiefbau (Department of Civil Engineering), of the state capital Munich is responsible for new construction and maintenance measures for roads within the city of Munich. Some of these measures generate excavated material that can no longer be reused on-site (e.g., due to displacement by a stronger bound structure, due to its soil mechanical properties, etc.). Depending on its origin, this material may be contaminated with pollutants of various types and levels and must therefore be temporarily stored until the declaration analysis is submitted and then disposed of in an orderly manner. For this purpose, the material is classified using declaration analyses into assignment classes (Z 0 2) according to the guideline for backfilling pits, quarries, and open-cast mines (LVGBT, as of July 2021) or partly into landfill classes according to the landfill ordinance (DepV). Due to technically inseparable admixtures of old road surface residues, in individual cases the material may be classified as hazardous waste (AVV 170503*) after hot spot sampling. The subject of this tender is the temporary storage of approx. 9,000 t of excavated material from construction sites within the city area on a temporary storage site approved and managed for hazardous waste (including AVV 170503*), carried out by the contractor for declaration purposes, as well as the orderly and harmless disposal (e.g., utilization as backfill or landfill substitute material, thermal utilization, recycling, etc.) in approved facilities, also carried out by the contractor. For this purpose, the contractor is commissioned according to § 22 KrWG with fulfilling the duties of the waste producer (here: the client). The client's waste law responsibility remains unaffected by this. -- Based on the experience of recent years, a quantity of approx. 9,000 t of excavated material from various construction measures of the Hauptabteilung Tiefbau is expected for this framework agreement during the tender period. The tendered quantities for individual services are based on the experience of recent years, estimates from contaminated site investigations, and current knowledge of planned construction measures. They are therefore subject to uncertainties, so that the actual quantity ordered may deviate significantly from the tendered quantities. For this framework agreement, a minimum purchase of 70% of the total offer amount is set. The maximum limit for a single order by the client is 140% of the total offer amount.
