Dear Bidder,

The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.

Below is a summary of the work to be performed:
To develop an RPL Communication Strategy with action plan, Budget framework and monitoring and evaluation framework that will raise awareness, improve understanding, and mobilize support for the Recognition of Prior Learning programme in Tanzania.

The individual consultant will:
Review existing national policies, frameworks, and strategies related to RPL and skills development; Map the current awareness raising practices amongst key stakeholders and on RPL in Tanzania in comparison with good practices cases; Conduct stakeholder consultations (government ministries, MDAs, employersโ€™ and workers associations, including SMEs, trade unions, TVET institutions, development partners, prospective RPL candidates) to determine RPL awareness level and needs; Map target audiences and design tailored communication and other awareness raising approaches (mass media, digital platforms, community mobilization, policy briefs, advocacy events, advisory and guidance sessions); and facilitating a validation workshop with stakeholders for inputs and revise the strategy based on feedback.

Deliverables: Inception Report: Communication practices and gaps report; Draft RPL Communication Strategy for stakeholdersโ€™ review; Validation workshop; A final draft of RPL communication strategy incorporating feedback from the validation workshop.
