1.1 Organizational Information
Acted is legally registered in the Republic of Kenya under section 10 of the Non-Governmental Organizations Act, registration number - OP.218/051/2004/0367/3373. Acted is an international NGO, who has supported vulnerable communities worldwide, addressing the impacts of climate change, conflicts and socio-economic challenges for over 30 years. Operating in Kenya since 2007, Acted meets the humanitarian and development needs of communities affected by climate shocks, population displacement and those who struggle to access basic services. Acted has a coordination office in Nairobi but implements the majority of its activities in the Arid and Semi-Arid Lands in northern Kenya, with an office in Maralal (Samburu County). Acted’s teams work with local governments and partners to support the most vulnerable households through multi-purpose cash assistance, land restoration, water access, sanitation and hygiene (WASH), and disaster preparedness programmes.
1.2. Background Information
Tana River and Samburu counties are facing a deteriorating drought due to poor 2025 OND rainfall. This is resulting in significant crop failures, deteriorating livestock, decreasing milk production, and water and pasture scarcity. As a result, food insecurity and malnutrition are rising in these areas. Large portions of the population in these regions are forced to use negative coping strategies to manage the negative consequences of the drought, including selling their belongings and reducing essential expenses on basic goods such as food.
Responding to the drought in these regions, Acted is undertaking a six-month project providing cash assistance to the most vulnerable populations in Tana and Samburu counties. Supported by the OCHA-managed Eastern and Southern Africa Humanitarian Fund (ESAHF), Acted, in partnership with local NGOs, aims to support 75,252 individuals with unconditional cash transfers to reduce food insecurity and improve their ability to meet basic needs. As part of this intervention, Acted is required to produce
high-quality, publication-ready communications and visibility materials
in line with OCHA requirements. Visibility is considered an integral component of programme delivery and must be implemented throughout the project cycle.

TERMS OF REFERENCE
2.1
Objective of the Assignment
To produce high quality, ESAHF-compliant communication and visibility outputs and products, documenting the project’s implementation and impact.
To develop compelling, ethical, dignified and evidence-based content (written, visual and multimedia) highlighting community experiences and programme results.
To support Acted in meeting OCHA communication and visibility requirements, including timely and publication-ready content submissions.
3.0
SCOPE OF WORK
The consultant will be responsible for producing communications content aligned with Acted’s contractual obligations and ESAHF communication and visibility requirements.
Key tasks included in the scope of work include:
1. Conducting field missions in Tana River and Samburu counties to collect multimedia content.
2. Identify and document human interest stories from affected communities.
3. Conduct interviews with beneficiaries, community leaders and stakeholders.
4. Produce written, visual and video content for communications and visibility.
5. Ensure all outputs meet ESAHF/OCHA standards on:
- quality and publication readiness;
- informed consent and safeguarding
- dignified representation of affected populations
6.Submit content for review on a rolling basis throughout the assignment.
4.0
KEY DELIVERABLES

The successful bidder will be required to participate in a kick-off meeting with Acted to agree on the final details and timelines of deliverables .
5.0
DURATION AND TIMELINE
The consultancy will be implemented over 6 months, capturing the full project cycle. The consultant will undertake:
At least two field missions (initial and mid-point)
Additional remote editing and content production
All deliverables must be submitted on a rolling basis, not only at project closure.
6.0
QUALIFICATIONS AND EXPERIENCE
The consultant should clearly demonstrate the following qualifications and experience:
Proven experience in the production of humanitarian communications and storytelling, including the ability to collect community stories related to drought using video, photography, case studies, and human interest stories.
Demonstrable portfolios in:
Photography
Videography
Human-Interest Writing
The ability to collect community stories from the field by conducting interviews with the affected communities, community leaders, county governments, humanitarian agencies, and other relevant stakeholders.
Demonstrated understanding of:
Do No Harm principles
Informed consent and ethnical storytelling
Experience producing social media-ready content (Facebook, X, Instagram)
Familiarity with humanitarian coordination environments and drought response contexts
Strong ability to communicate complex information in a clear, engaging and accessible manner.
Experience in ASAL regions is an asset.
7.0
REPORTING AND SUPERVISION
The consultant will report to:
- Acted Communications Focal Point (primary)
- Acted Kenya Cash Consortium Coordinator (secondary)
Regular check-ins will be held to review progress and outputs.
