Consulting Services for Project Management for the Construction and
Equipping of Mecanhelas and Ngauma District Hospitals
Mode of Financing: LOAN AGREEMENT
1. The Government of Mozambique has received financing from the Arab Bank for Economic
Development in Africa (BADEA) toward the cost of The Project for Support to Health System
Strengthening in Niassa Province in Mozambique and intends to apply part of the proceeds for
consulting services.
Please refer to the General Procurement Notice (GPN) for this project that
appeared in the BADEA website.
2. The scope of the services shall involve provision of technical assistance to the implementing
agency. Specifically, Consultants will be required to: assist the implementing entity in
coordination with various stakeholders, communicating with the bank (BADEA), managing the
project, and providing training to some Ministry’s employees on project management. The
Consultant is assisted by Project Management Unit. Thus, the Consultant will have to: (i) assess
the entire documentation from the appraisal to the signature of Loan Agreement for this project;
(ii) Proceed with familiarization to the existing detailed designs, bill of quantities, specifications,
equipment schedules and issue an opinion/criticize for due improvement before tender; (iii)
Provide entire assistance to the implementing entity in management of the contracts for
procurement to the handover of Mecanhelas and Ngauma District Hospitals duly equipped and
furnished; (iv) perform training in project management to MoH officers involved in the project,
with particular focus to DCP staff (Department of Projects Coordination) and (v) post-contract
services until final inspection and issuance of Project Completion Report (PCR) and its approval
by the bank.
3. The Ministry of Health now invites eligible consultants to indicate their interest in providing the
services.
Interested consultants (who have experience in Project Management of public entities
or similar and have carried out at-least two similar assignment on a project funded public sector)
must provide information indicating that they are qualified to perform the services (i.e. company
profiles, proof of eligibility of consultant, description of similar assignments, experience in
similar conditions, availability of appropriate skills among staff, past and present litigation and
debarment, terminated assignment, no conflict of interest and longevity of the firm, etc.).
4. Documents to be submitted include:
(i) Cover letter;
(ii) Legal documents indicating clearly the legal status and corporate profile including copy of
current Business Registration Certificate as Project Management Firm;
(iii) Fiscal and Social Security Regularity under the legislation in force in the country.
(iv) Evidence of experience in the project management for public entities (health sector is an
advantage), including training of staff funded by institution;
(v) Evidence of specific experience in Project Management Governments investments based on
Loan Agreements in health fields, with at-least two similar hospital projects funded in this
partnership basis.
(vi) Organizational structure indicating number and qualifications of in-house personnel,
including office backstopping as well as evidence of expertise in training for project
management in health field;
(vii) Brief CVs consisting of name, professional qualification, year obtained, technical
field of specialization and relevant experience to the services being procured;
5. Consultants may express interests in the forms of association, validated by an agreement among
members of the association which clearly specifies the type of association, i.e. a joint-venture,
intermediate forms of association, or sub consultancy.
6. A consultant will be selected under Limited Competitive Bidding (LCB) in accordance with the
procedures set out in the Guidelines for the Use of Consultants under BADEA’s Rules for the
Procurement of Goods, Works and Related Services (April 2019 edition).

i.e. 07:30 to15:30 Hours Local Time. The Expression of Interest shall be submitted in 3 copies: 1
original in English, one copy in English and another copy in Portuguese.

Expressions of interest must be delivered to the address below not later than 13:30 hours of the
22nd of May 2026. Proposals received after this deadline will be excluded from the contest.
