Name of Project: Second Kenya Informal Settlements Improvement Project (KISIP2) Credit No: 6759-KE Project ID No: P167814 Assignment Title: Consulting Services for Technical Assistance for Strengthening Inclusive Stakeholder Engagement, Gender and Climate Mainstreaming in Informal Settlements Reference No: MLPWHUD/SDHUD/AFD/KISIP2/06 1. The Government of Kenya has received financing from the European Union (EU) through Agence Française de Développement (“AFD”), and intends to use part of the funds thereof for payments under the following project: Consulting Services for Technical Assistance for Strengthening Inclusive Stakeholder Engagement, Gender and Climate Mainstreaming in Informal Settlements 2. The Services of the Consultant shall consist of dissemination and application of strategies, tools and capacity-building activities aligned to mainstreaming gender and climate resilience in slum upgrading /informal settlements.
3. The primary objective of this Technical Assistance is to strengthen the capacity of the KISIP 2 stakeholders (National Project Coordination team (NPCT), County Project Coordination Teams (CPCTs), Settlement executive Committees (SECs) and the settlement Grievance Redress Committees (GRCs) to deliver gender-responsive and climate-resilient informal settlements upgrading interventions through the operationalization of the KISIP 2 Climate Mainstreaming Action Plan and the Gender Action Plan.
4. The Ministry of Lands, Public Works, Housing and Urban Development, State Department for Housing and Urban Development (the Client) through the Project Coordinator KISIP2, hereby invites intrested Applicants to show their interest in delivering the Services described above.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage.
5. The applicant may be a single entity or a consortium of a maximum of three firms. Intrested Foreign Firms should partner with local firms 6.
This Request for Expressions of Interest is open to: • Consulting firms • Individual consultants • NGOs • Joint Venture between NGO(s) and consulting firm(s) 7. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFDFinanced Contracts in Foreign Countries”, available online on AFD’s website: http://www.afd.fr. The assignment is expected to take Fifteen (15 No.) Calender months.

9. The applicant must submit with their application a signed and unaltered copy of the statement of Integrity, Eligibility and Environmental and social Responsibility given in the appendix to the TOR to be downloaded from the website: www.housingandurban.go.ke/tender.
10. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application , those applications shall be all rejected. However, the same Subconsultant may participate in several applications. If the Applicant is a JV, the expression of interest shall include: • A copy of the JV Agreement entered into by all members, or • A letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal, In the absence of this document, the other members will be considered as Subconsultants. Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications. 11.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those services. For that purpose, documented evidence of recent and similar services shall be submitted. The determination of the similarity of the experiences will be based on: i. Firm capacity: The firm should show annual turn over of Kshs 20,000,000 for the last three years. ii. Core business and years in business: the firm shall be registered/ incorporated as a consulting firm in the field of climate mainstreaming and/or gender mainstreaming, building resilience or related field for a period of Ten (10) years. iii. The Nature of the Services: The firm or consortium members shall demonstrate experience in successfully executing and completing at least two (2) projects of similar nature, both in scope and complexity, within comparable operating environments over the past ten (10) years, with at least one project completed in the last five (5) years. This should include evidence of implementing gender-responsive and climate-resilient informal settlements upgrading interventions or related field for a period of Ten (10) years. iv. The Technic
