Description

General procurement notice Ukraine 06.04.2026 06.04.2027 Volodymyr City Council plans to announce tenders for the procurement of works, goods and services under the project “Improvement of Energy Efficiency and installation of Solar PV plants at the Volodymyr municipal water utility, Ukraine”. The tenders are expected to be launched in the first quarter of 2026. The project envisages energy efficiency improvements and increased energy security of the municipal water utility “Volodymyrvodokanal” through installation of solar photovoltaic (PV) plants and modernization of key water supply infrastructure.

The objective of the project is to reduce electricity consumption from the grid, decrease CO₂ emissions, ensure more reliable operation of water supply facilities, and reduce operational costs for the municipality. The city intends to use grant funds provided by Norway under the Green Recovery Programme for Ukraine, administered by NEFCO, together with its own co-financing, for the implementation of the project. The total estimated investment cost will be defined during procurement and implementation stages. As part of the project implementation, contractors and service providers will be selected to implement measures in the following areas: Installation of solar PV plants at water supply facilities (including Wells Site, Central and Northern Water Intakes) Integration of PV systems into the existing power infrastructure Reconstruction and refurbishment of Well No. 7, including installation of new pumping equipment and electrical systems Replacement of water meters at selected wells and integration into a centralized monitoring system Modernization of electrical and power supply systems Preparation of design documentation, permitting, supply, installation and commissioning of equipment, and related works and services Procurement under contracts financed by grant funds through NEFCO as Fund Manager is subject to NEFCO’s Procurement Policy and Procedures.
