ASSIGNMENT DESCRIPTION
Power Division, through PPIB,
has approached IFC to assist it in the installation and operations of AMI across five DISCOs in Pakistan through public private partnership (PPP).
The Project involves attracting private sector participation in the installation and management of 16.2 million single phase meters and other AMI across five DISCOs. These include Lahore (LESCO), Multan (MEPCO), Peshawar (PESCO), Quetta (QESCO) and Hazara Division (HAZECO).The DISCOโ€™s have identified 6 million meters to be included in the first phase spread across the five DISCOs. However, IFC will confirm the suitability of the first phase as part of Phase 1a work.
Apart from the meters, private sector scope of work will include other AMI such as a head end system (HES), meter data management system (MDMS), communication infrastructure and capacity building of the DISCO staff. This project will involve engaging the private sector for installation and operation of volumetric electricity meters under build, finance, operate and transfer basis (BFOT) over a fixed term concession. The concession is envisaged to be structured on an availability payments basis to compensate the private sector partner subject to satisfactory availability of infrastructure and performance of the meters according to the standards defined in the concession agreement; however, IFC will also explore the possibility of structuring the project such that the private sector is compensated through the increased bill collection and AT&C loss reduction targets achieved

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services.

Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).

Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
