PROVISION OF INDIVIDUAL CONSULTANCY SERVICES FOR GEOLOGIST/ GEOTECHNICAL EXPERT (MEMBER OF THE DAM SAFETY PANEL OF EXPERTS)
1. This Request for Expressions of Interest follows the General Procurement Notice for the Project which was published in United Nations Development Business (UNDB) Issue No. WB2651-05/13 on May 2023.
2. The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Tanzania Intermodal and Rail Development Project (TIRP-2) and intends to apply part of the proceeds for consulting services. The Project aims to improve safety, climate resilience, and operational efficiency of the railway along the Dar es Salaam–Isaka corridor. Component B of the Project focuses on strengthening climate resilience through flood management interventions in the Kinyasungwe Sub-Catchment, including dam rehabilitation and development.
3. The consultant to be engaged (a qualified Geologist/ Geotechnical Expert) shall serve as a serve as a member of the Dam Safety Panel of Experts (PoE), providing independent specialist input on geological, hydrogeological, and geotechnical aspects relevant to dam safety.
4. The National Irrigation Commission on behalf of Government of Tanzania, now invites eligible individual consultants to express their interests to work as Geologist/ Geotechnical Expert. Interested Consultants should provide information with supporting documents demonstrating that they have the required qualifications and relevant experience to perform the Services.
5. SCOPE OF SERVICES
The Geologist/Geotechnical Expert shall provide independent specialist advisory services on geological and geotechnical aspects of dam safety. The Expert shall contribute to the Panel’s multidisciplinary assessment and ensure that geological and geotechnical risks are properly identified, evaluated, and addressed.
The key responsibilities shall include, but not be limited to:
i) Reviewing and assessing geological, hydrogeological, and geotechnical investigations supporting dam safety evaluations;
ii) Providing expert advice on foundation conditions, embankment materials, slope stability, seepage mechanisms, and erosion risks;
iii) Reviewing geotechnical aspects of dam design, rehabilitation works, and construction methodologies;
iv) Providing specialist input to flood modelling interpretation, particularly in relation to foundation behavior, seepage, and reservoir interaction;
v) Contributing to the review of dam safety documentation, including Construction Supervision Plans, Instrumentation Plans, O&M Plans, and Emergency Preparedness Plans;
vi) Participating in Panel meetings, technical missions, and site inspections, and contributing to Panel reports and recommendations.
The Expert shall act strictly in an independent advisory capacity.
6 QUALIFICATION AND EXPERIENCE REQUIREMENTS
6.1 Qualifications
The Geologist/Geotechnical Expert shall meet the following minimum qualifications:
i) Master’s degree or higher in Geology, Engineering Geology, Geotechnical Engineering, or related field;
ii) Professional registration with a recognized professional body;
iii) Demonstrated expertise in geological and geotechnical aspects of dam engineering;
iv) Familiarity with World Bank Environmental and Social Framework (ESS4) and Good International Industry Practice (GIIP), including ICOLD guidelines;
v) Strong analytical and technical reporting skills in English.
6.2 Experience
The Consultant shall have:
i) At least fifteen (15) years of relevant professional experience in geological and geotechnical aspects of dams or hydraulic infrastructure;
ii) Experience in foundation assessment, embankment behavior, seepage control, slope stability, and geotechnical instrumentation;
iii) Participation in at least two (2) dam safety panels or similar expert advisory assignments;
iv) Experience with World Bank or other internationally financed projects will be an added advantage;
v) Experience in geologically complex, sediment-prone, or data-scarce environments will be considered an added advantage;
vi) Experience working with government institutions and project implementation teams.
7 DELIVERABLES
The Geologist/Geotechnical Expert shall provide, among others, the following outputs:
i) Geological and geotechnical review reports;
ii) Technical advisory notes on dam safety and foundation conditions;
iii) Inputs to Panel mission reports;
iv) Risk assessment inputs related to geotechnical and geological aspects;
v) Specialist recommendations supporting engineering decisions.
8 EVALUATION CRITERIA FOR SHORTLISTING
The selection of the Individual Consultant shall be conducted in accordance with the provisions of the World Bank Procurement Regulations for IPF Borrowers (September 2025), using the Individual Consultant Selection method. The selection shall be based on a comparison of the qualifications and relevant experience of the applicants.
In this regard, the assessment of candidates will be guided by the following criteria:
8.1 General Qualifications
Relevant academic qualifications and professional registration.
8.2 Relevant Experience in Geological and Geotechnical Engineering
Demonstrated experience in dam related geological and geotechnical investigations and analysis.
8.3 Experience in Dam Safety Panels or Similar Assignments
Experience in expert advisory roles on dam safety.
8.4 Experience with World Bank or Other IFIs
Familiarity with international standards, ESS4, and GIIP.
8.5 Experience in Similar Contexts
Experience in comparable hydrological, geological, and institutional environments.
8.6 Shortlisting and Selection
Applicants will be evaluated based on the extent to which their qualifications and experience meet the above criteria. The National Irrigation Commission will shortlist the most suitable candidates and select the best-qualified individual.

9 DURATION OF ASSIGNMENT
The assignment shall be carried out over a period of three (3) years.
10 REMUNERATION
The Consultant shall be engaged under a time-based contract and shall be remunerated based on agreed professional fees and actual days worked.
11 COORDINATION ARRANGEMENTS
The Geologist/Geotechnical Expert shall operate independently as part of the Panel of Experts and provide advisory services to the Client. Administrative coordination shall be facilitated by the Project Coordinator.
12 CONFLICT OF INTEREST
The attention of interested Consultants is drawn to the World Bank Procurement Regulations for IPF Borrowers (September 2025) on conflict of interest.
