The Government of the Islamic Republic of Pakistan will receive financing from the Asian Infrastructure Investment Bank (AIIB) toward the cost of “Reconstruction of National Highway N-5 under Pakistan’s Resilient Recovery, Rehabilitation and Reconstruction Framework Project – Phase I-A (141 Km)”, and intends to apply part of the proceeds toward payments under the contract for Section-7: Rawalpindi- Hassanabdal Road (40 KM). The National Highway Authority (NHA) invites sealed Tenders (Single Stage - Two Envelope Tendering Procedure) from interested Tenderers from the eligible source countries of AIIB for the construction of Section-7: Rawalpindi-Hassanabdal Road (40 KM). Bidders must meet the following minimum eligibility criteria along with other requirements as mentioned in the Tender Documents: Description Section Experience Financial Capability Cash Flow of Section Participation in at least one contract successfully or Minimum average substantially completed annual construction within the last seven (7) years turnover of PKR similar to the proposed works, 20.059 billion or US$ Minimum cash Section-7: where the value of the 71.64 million flow of PKR Rawalpindi- Bidder’s participation equivalent over the Section-7 4.457 billion or Hassanabdal exceeds PKR 21.396 billion or last three (3) years, US$ 15.92 Road (40 KM) US$ 76.41million equivalent. based on total million. National Bidders: Must be registered with Pakistan Engineering Council with a valid registration certificate in the category specified in the Tender Document. Tendering will be conducted through International Open Competitive Tendering (IOCT) procedures as specified in the AIIB Procurement Instructions for Recipients (PIR), and is open to all eligible Tenderers from eligible countries as defined in the Tender Documents. Eligible Tenderers are requested to download the Tender Document at no cost from NHA website i.e.
A pre-bid meeting will be held on the date and venue mentioned in the Tender Document. Tenders must be delivered to Auditorium, 2nd Floor, National Highway Authority, 28-Mauve Area, Sector G-9/1, Islamabad, Pakistan on or before 11:00 hours, 7th April 2026. Electronic tendering is not permitted. The outer envelope marked “ORIGINAL TENDER” and the inner envelope marked “TECHNICAL PART” will be publicly opened immediately after the deadline for Tender Submission in the presence of Tenderers’ representatives who choose to attend. All envelopes marked “FINANCIAL PART” will remain unopened and held in safe custody until the second public opening.
