Request for Proposal: Training Courses 2026 March 12, 2026 MORI Hiroyuki Executive Vice President, Energy Business Unit Japan Organization for Metals and Energy Security (JOGMEC) Japan Organization for Metals and Energy Security (“JOGMEC”) invites proposals for oil and gas training courses. Potential Contractor (“Contractor”) who wishes to respond to this Request for Proposal (“RFP”) is requested to submit proposals in accordance with the following instructions. 1. Title of the Work: Providing Training courses for Oil & Gas E&P industry 2. Requested course subjects Refer to Appendix 1 “Course Specification” for the detailed requirement of each course. Discipline Subject Level Duration Petroleum Project Management, Risks and Intermediate 1 3 days Business Decision Analysis – Advanced Petroleum Basic - 2 Basics of CCS/CCUS (CO2EOR) 3 days Business Intermediate Geological modeling: Fundamentals 3 Geology Intermediate 5 days and Property Modeling Basic - 4 Drilling Completion Design 5 days Intermediate Reservoir Basic - 5 Applied Reservoir Engineering 5 days Engineering Intermediate Reservoir Basics of Core Analysis for petroleum Basic - 6 5 days Engineering and CCS Intermediate 3. Outline of Duties Your duties include: 1(1) Planning and Coordination of Course Content, and Arrangement of Instructors ・ Planning of course content in accordance with Appendix1 “Course Specification” ・ Preparation of the course schedule ・ Coordination and adjustment of course content upon JOGMEC’s request (if any) ・ Arrangement of instructors (including arrangements related to their travel to Japan, such as flights, visas, etc., if necessary. However, hotel arrangements within Japan will be handled by JOGMEC.) (2) Preparation of Course Materials ・ Preparation, printing and binding of course materials. All printed presentation materials shall be in color, with, in principle, 1–2 slides per page, and the font size shall be selected to ensure that all text is clearly legible. (As a general rule, 10 copies for participants plus 1 copy for JOGMEC’s files shall be included in the basic fee. The maximum number of participants shall be 20.) ・ Materials shall be delivered to JOGMEC no later than seven (7) business days before the commencement of each course. ・ Handouts shall also be provided, as much as possible, in electronic formats such as PDF, within the scope that does not infringe copyrights or other rights. (3) Preparation for Lectures (including software operation checks at the lecture venue as needed), Implementation, and Management of Lectures ・ Maximum Number of Participant: 20 ・ Course Venue: JOGMEC, Technology & Research Center (Chiba, JAPAN) ・ Implementation style: In-person (4) Preparation of Certificate of Course Attendance (Electronic format only is acceptable.) (5) Other Matters Related to the Implementation of the Course ・ Manage the instructors’ arrival in and departure from Japan and notify JOGMEC of the instructors’ safe arrival in Japan. ・ Cooperate in other matters associated with the implementation of the course. JOGMEC will handle all the participant-related logistics, including advertising the courses on the JOGMEC website, receiving applications, and providing necessary information to both the participants and the Contractor. JOGMEC will be responsible for booking and paying for the instructor’s hotel room in Japan for up to 7 nights. 4. Outline of Contract (Please refer to Appendix 3 “Draft Agreement”) (1) Type of Contract: Service Contract 2(2) Term of Contract: From the date of Contract to March 31, 2027. (3) Amount of Budget: The budget limit for each course varies depending on the course duration, as shown below.
Please refer to the list of "2. Requested course subjects " for the duration of each course. 3-day course: USD 19,013.81 (=JPY3,000,000) 5-day course: USD 31,689.69 (=JPY5,000,000) ・ The USD amounts have been converted from JPY based on the monthly average TTS rate for January 2026 (USD = JPY 157.78). ・ JOGMEC’s payment for each course will not exceed the respective budget limit. Notes: (Note 1) The above amounts represent the maximum budget limits, and the proposed cost will be subject to evaluation.
Please refer to Appendix (4). The budget limit includes: ・ lecture fees, ・ cost of course materials, ・ shipping cost of course materials, ・ software-related costs (license fees, operation verification costs, etc.), ・ air fare and daily expenses for instructors (excluding hotel accommodation within Japan), ・ consumption tax, etc. (Note 2) The total estimated cost shall be calculated based on 20 participants. However, the breakdown of the estimate should be based on 10 participants, and any additional costs (if any) for more than 10 participants (i.e., for the 11th person and beyond) must be clearly stated. (Note 3) Payments cannot exceed the total amount stated in the proposal.
