1. The Government of Kenya has received financing from the World Bank toward the cost of the Health Emergency Preparedness, Response and Resilience (HEPRR) Program and intends to apply part of the proceeds toward payments under the contracts for Supply, Delivery, Installation and Commissioning of Laboratory Equipment. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

3. Bidders may Bid for one or several lots, as further defined in the bidding documents.

4. Bidding will be conducted through National competitive procurement using Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers, First Published July 2016 and Revised Fourth Edition, November 2020 (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information from KEMSA’s Procurement Director through e-mail procurement.programs@kemsa.go.ke and inspect the bidding document during office hours 0900 to 1600 hours East African Time (EAT) at the KEMSA’s New Office Complex, 1st Floor, Embakasi, Nairobi, Kenya or on the KEMSA Website www.kemsa.go.ke or PPIP https://tenders.go.ke/tenders

6. The bidding document in English may be downloaded free of charge from KEMSA website www.kemsa.go.ke or Public Procurement Information Portal website https://www.tenders.go.ke. Documents downloaded are free of charge and bidders are advised to register at the Procurement Office or via email at procurement.programs@kemsa.go.ke. (Refer to registration form in the bidding document).

7. Bids must be delivered to the address below on or before the dates indicated in the table above. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend the opening at the Conference Hall situated on the Ground Floor of KEMSA’s New Office complex, North Airport Road, Embakasi, Nairobi, Kenya at 1000 hours EAT on the dates indicated in the table above.

8. All Bids must be accompanied by a Bid Security of amounts as indicated in the bidding documents in Kenya Shillings (KES) or equivalent in a freely convertible currency.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
