Description

Queensland Hydro is seeking Expressions of Interest from suitably qualified and experienced construction contractors to deliver surface-based civil infrastructure works in support of the Borumba Pumped Hydro Energy Storage (PHES) Project Exploratory Works. The scope comprises enabling surface civil works required to provide safe access, working areas, and temporary water supply to support exploratory tunnelling, geotechnical drilling, and associated investigation activities across the project site. The successful respondent will be appointed as Principal Contractor and will be responsible for overall site management, including interface coordination within a multi-contractor and environmentally constrained operating environment. The works are located in steep, undeveloped terrain and require a contractor with demonstrated capability in managing complex interfaces, traffic and access management, and engagement and coordination of specialist subcontractors. The Principal Contractor will also be responsible for sourcing, managing, and coordinating geotechnical drilling subcontractors in accordance with Queensland Hydro requirements. The Exploratory Works are investigative in nature and are distinct from the Borumba PHES Main Works. They will provide critical geotechnical and site information to inform design development, future project procurement, and preparation of the Project Environmental Impact Statement (EIS). This Expression of Interest forms the first stage of a two-stage procurement process: Expression of Interest (EOI): April โ€“ May 2026 Request for Tender (RFT): June 2026 (shortlisted respondents only) Anticipated Contract Award: September 2026
