- This invitation for expression of interest (pre-qualification) follows the General Procurement Notice (GPN) dated 23/02/2026.
- The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM has received a Credit from the World Bank toward the cost of Conduct a biophysical survey on five islands proposed for the Kilwa Marine Reserve System in Tanzania, and it intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Conduct a Biophysical Survey on Five Islands Proposed for the Kilwa Marine Reserve System in Tanzania.
- The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM now invites eligible
consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for a period of 90.
- Interested all eligible tenderers must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The specific shortlisting criteria are indicated in section of qualification and evaluation criteria.
- Consultants may associate with other firms in the form of a joint venture or a sub - consultancy to enhance their qualifications.
- The Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Gui delines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of Fourth Edition November 2020 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Description of Services
Tanzania’s coastal and marine ecosystems are under increasing pressure from over fishing, habitat degradation, climate change, coastal development, and competing resource uses, necessitating expanded conservation efforts. The Government of Tanzania is establishing the Kilwa Marine Reserve System to conserve biodiversity with respect to the Kunming- Montreal Global Biodiversity Framework (GBF), enhance ecosystem services, and support sustainable livelihoods. The Kilwa Marine Reserve System would encompass five Islets of Okuza, Nyuni, Fanjove, Simaya, and Kilwani of the Songo songo Archipelago within Kilwa District, which have been identified as ecologically significant, hosting diverse habitats such as coral reefs, seagrass beds, mangroves, and critical fish spawning grounds.
To inform reserve design and management, a biophysical survey is required to generate baseline ecological data. This will provide evidence for zoning, monitoring, and adaptive management, ensuring the reserve system is ecologically representative and resilient to climate change.
Scope of Activity
The purpose of this assignment is to conduct a comprehensive biophysical survey of the five islands (including the Islands/Islets of Okuza, Nyuni, Fanjove,Simaya, and Kilwani) in the Songosongo archipelago proposed for the Kilwa Marine Reserve System, generating baseline ecological data to guide reserve planning, zoning, and management
