The ILO-led Transport Infrastructure component of the STREIT Programme in Papua New Guinea is a USD 22.3 million initiative within a broader USD 89.8 million programme.

It focuses on improving rural livelihoods in East Sepik and Sandaun Provinces by rehabilitating critical transport infrastructure.

This includes around 207 km of roads, five airstrips, and 215 km of waterways, supporting key sectors such as cocoa, vanilla, and fisheries.

The programme emphasizes climate resilience and employment-intensive methods to generate local jobs.

To support implementation, the ILO is recruiting an international consulting engineer to oversee the handover of completed infrastructure and monitor ongoing works, ensuring compliance with technical standards.

The consultantโ€™s responsibilities include preparing detailed infrastructure reports outlining construction details, road lengths, and structural features, which will be submitted to provincial authorities along with asset transfer agreements.

They will also produce training reports to equip provincial staff with the knowledge needed for effective asset management and handover.

Additionally, the consultant will deliver monthly progress reports covering seven road contracts, documenting achievements, activities, employment data, contractor performance, material use, safety compliance, challenges, and recommendations.

The role also involves technical supervision of projects, ensuring proper planning and execution, and certifying contractor payments based on site inspections and verified quantities.

At the end of the assignment, the consultant will compile a comprehensive report summarizing all activities, project outcomes, job creation, and capacity-building efforts, including on-the-job training for community workers, contractors, and engineers.

The report will also outline challenges faced and provide recommendations for future improvements.
