ILO - Call for individual consultants

Description

Agency: ILO | Reference: rfx_6213_ROAP | Type: Call for individual consultants

The ILO-led Transport Infrastructure component of the STREIT Programme aims to improve rural livelihoods in East Sepik and Sandaun Provinces by rehabilitating and maintaining key transport systems.

Achievements include upgrading 207 km of roads, maintaining 312 km of rural roads, rehabilitating five airstrips, and clearing 215 km of waterways.

These efforts support cocoa, vanilla, and fisheries value chains while promoting climate resilience and employment-intensive approaches.

To support ongoing activities, the ILO is recruiting a national site engineer consultant to supervise road rehabilitation works and help remobilize Road Maintenance Groups (RMGs).

Working under the guidance of the Chief Technical Advisor and in collaboration with local authorities, UN agencies, and communities, the consultant will be based in Vanimo and conduct field monitoring in areas such as Rawo-Leitre, Pasikrisa, Aitape, and possibly Nuku.

The consultantโ€™s key responsibilities include developing a Road Rehabilitation and Maintenance Supervision Plan for 35 km of roads, ensuring contractors meet quality and compliance standards.

They will also issue monthly payment certificates based on verified work completion and quality.

Regular monthly monitoring reports will document construction progress, employment generation (including gender-disaggregated data), contractor performance, and challenges encountered.

Finally, a comprehensive report will summarize activities, findings, and recommendations for improving future infrastructure sustainability and maintenance.

The consultancy will run for four months, from approximately 20 May to 20 September 2026, based in Wewak, Papua New Guinea, with a detailed schedule provided upon contract signing.
