*OFFICIAL USE ONLY Republic of the Philippines 00 DEPARTMENT OF TRANSPORTATION REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES โ FIRMS SELECTION) Country: Philippines Project: Facility for Accelerating Studies for Infrastructure (FASt-Infra) Project Number: P000740 Assignment Title: Philippines Transportation System Master Plan (PTSMP) Reference Number: FAST-infra-2024-07-QCBS-001 Project ID No.: CBAC-2024-FAPS-PTSMP The Republic of the Philippines has applied for financing in the amount of US$ 44 million from the Asian Infrastructure Investment Bank (AIIB) for the Facility for Accelerating Studies for Infrastructure (โFASt-Infraโ or the โProjectโ) and intends to apply part of the proceeds toward payments under the contract for consulting services to be procured under the Project. The Implementing Agency of the Project is the Department of Transportation (DOTr).
The scope of the consulting services (โthe Servicesโ) includes the Formulation of the Philippine Transportation System Master Plan (PTSMP). The outcomes to be achieved under the PTSMP are the following: 1. Preparation of the Philippine Transport System Master Plan (2025-2055), 2. Enhancing implementation competencies in DOTr, Department of Public Works and Highways, National Economic Development Authority, and other relevant agencies, and, 3. Formulation of a Transport Data Management System and Data Observatory. It is estimated that 680 person-months across all levels of professional personnel are needed. The indicative commencement date of this assignment is 01st April 2025. The estimated duration of the assignment is 30 months. DOTr invites eligible consulting firms (โConsultantsโ) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for Consultant or Joint Venture (in the case of a Joint Venture) are summarized below: 1. At least a minimum of 15 years of experience in transport consulting services. In the case of a Joint Venture, at least one partner has at least a minimum of 15 years of experience in transport consulting services. Each transport master plan must include at least three out of the following four modes: road, railway, water, and air transport, and cover both freight and passengers. References submitted where the Consultant was a subconsultant or subcontractor will not be considered. Successfully completed at least 3 multinational, national, regional, or urban transport planning studies (such as master plan [including Sustainable Urban Master Plan], transport strategy, strategic investment plan, or roadmap) with a contract value of a minimum of USD 2 million each in the past 15 years. Pre-feasibility studies and feasibility studies will not be considered. References submitted where the Consultant was a subconsultant or subcontractor will not be considered. Only references where the Consultant had more than 30% of the contract value will be considered. In total, up to 15 references meeting shortlisting criteria #2 and/or #3 will be considered. For each reference, the Consultant shall indicate if the reference is presented so to meet criteria #2 or criteria #3 or both. If the above three criteria are satisfied, the technical experience, including the number of relevant experiences, geographical experience (in ASEAN Countries), and management and staff competencies will be considered in the ranking of the Consultants shortlist. The Consultant may provide its comments on the TOR, comments will not be considered in the ranking of Consultants shortlist. References of a proposed sub-consultant or subcontractor will not be considered. Key Experts will not be evaluated at the shortlisting stage.
