Description of the AssignmentThe consultant will be responsible for leading the end‑to‑end process of developing a Poverty Hotspot Map for Eswatini.The assignment will combine data analysis, geospatial mapping, stakeholder engagement, and the production of high‑quality knowledge products.The consultant will lead the full development of a national and sub national Poverty Hotspot Map for Eswatini, beginning with an inception review of relevant documents, datasets, and previous analyses, and preparing an inception report outlining the methodology, analytical framework, data sources, and workplan.The assignment will involve compiling, cleaning, and harmonizing socioeconomic, demographic, environmental, and other datasets, followed by applying robust spatial analysis techniques to identify and illustrate multidimensional poverty patterns.The consultant will engage government ministries, regional and local authorities, civil society, and development partners to validate preliminary data and map outputs, integrating stakeholder insights into the final products.

The work will produce high resolution static maps, optional interactive mapping tools, and a comprehensive analytical report detailing methodology, findings, and policy implications, complemented by communication ready materials such as briefs and infographics.The consultant will also deliver capacity building sessions and user guides to ensure sustainable use and updating of the mapping tools, and will transfer all datasets, GIS files, scripts, and documentation to UNDP and government counterpartsThe ideal candidate should meet / exceed the below requirements;Have minimum an advanced university degree (master’s or equivalent) in Geography, Geospatial Science, Statistics, Economics, Development Studies, Data Science, or a related field.Have at least 7 years of progressively responsible experience in geospatial analysis, poverty mapping, spatial statistics, or multi-dimensional poverty assessment.Demonstrated experience conducting GIS based socio-economic analyses using tools such as ArcGIS, QGIS, R, Python, or similar platforms.Proven experience working with national statistics offices, government ministries, or development partners on data analysis, poverty measurement, or spatial planning.Experience producing high resolution maps, composite indicators, dashboard visualizations, or interactive spatial tools.Prior work with UN agencies, international development organizations, or public sector programmes related to inclusive growth, poverty reduction, or resilience is an asset.Period of assignment/services:70 days spread over 4 monthsProposal should be submitted directly in the portal no later than indicated deadline.Any request for clarification must be sent in writing via messaging functionality in the portal.
