Die heutigen Informatikanwendungen für die Erarbeitung des Konsolidierten Entwicklungs- und Finanzplans (KEF) sowie des Geschäftsberichts (GB) des Regierungsrates ("KEF-/GB-Tool") basieren auf einer veralteten SAP-Version, deren Betrieb und Wartung nur bis 2030 gesichert werden können. Gegenstand der Ausschreibung bildet die Entwicklung und Einführung einer neuen Anwendung zur Erarbeitung des KEF und des GB, welches das bestehende KEF-Tool und das bestehende GB-Tool ablöst. Gleichzeitig werden Verbesserungen in der Datenerfassung, der Prozesssteuerung, der Datenausgabe und der Datenhaltung angestrebt. Die Finanzdaten werden weiterhin über das SAP BW on HANA bzw. dessen Nachfolgesystem in die neue Anwendung eingepflegt. Das Nachfolgesystem des SAP BW on HANA befindet sich derzeit in der Evaluation. Inhaltlich bleiben der KEF und der GB weitgehend unverändert. Die neue Anwendung wird durch die Kantonale Verwaltung des Kantons Zürich als Plattform as a Service (PaaS) betrieben. Die ausgeschriebene Leistung beinhaltet zusätzlich den 2nd/3rd-Level-Support und die Wartung über fünf Jahre.
