- The Government of Albania has received financing from the World Bank toward the cost of the Climate Resilience and Agriculture Development Project and intends to apply part of the proceeds toward payments under the contract for Purchasing of equipment for upgrade and modernization of ISUV (equipment and consumables).
2. The Ministry of Agriculture and Rural Development now invites sealed Bids from eligible Bidders for furnish of equipment for upgrade and modernization of ISUV equipment: (UHPLC-MS/MS) Ultra Liquid chromatography mass spectrometry (2 pcs); Nitrogen stream vaporizer (1 pc); GC-MS/MS high resolution (1 pc); ICP -MS (1 pc); Mercury analyzes (1 pc), includes laboratory workbenches and consumables/ reagent for test. The location is Tirana (Institute for Food Safety and Veterinary). The delivery period is 150 days plus 120 days for Development/ validation of the instrumental method.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” World Bank’s Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services July 2016 (revised November 2020) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Project Management Unit of Climate Resilience and Agriculture Development Project at Mr. Arben Molla Project Manager e-mail address: Arben.molla@bujqesia.gov.al and inspect the bidding document during office hours 08:30 to 16:00 (Monday to Thursday) and 08:30 to 13:00 on Friday at the address given below.
5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 3,000 ALL. The method of payment will be direct deposit to Raiffeisen Bank, account no. IBAN ALAL74202110060000000001979003, name of account: Qendrueshmeria ndaj klimes dhe zhvillimit të bujqësisë 1490/8, currency of account Albanian Lek (ALL). The document will be sent by the delivery procedure is usually airmail for overseas delivery and surface mail or courier for local delivery.
6. Bids must be delivered to the address below on or before May 14, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Ministry of Agriculture and Rural Development at May 14, 2026, at 11:00 a.m. local time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
7. All Bids must be accompanied by a “Bid–Securing Declaration”.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
