Conduct a Communications Campaign on Sustainable Transportation in Sri LankaSri Lanka’s transport sector relies heavily on imported fuels, contributing significantly to greenhouse gas emissions (GHG) and air pollution.
Public transport, which was once the main mode of travel in Colombo and other urban areas, has declined in popularity over the years due to aging vehicle fleets, poor service quality, and increasing reliance on private vehicles.
The 2022 economic crisis, which led to severe fuel shortages, highlighted the urgent need to diversify the country’s transport options and reduce dependency on imported petroleum.
It also emphasized the importance of transitioning to sustainable, modern, and low-carbon mobility systems that can enhance resilience, reduce emissions, and improve the quality of life for urban commuters.
The transport sector accounted for 51 percent of the country’s energy-related GHG emissions in 2010, making it a critical priority for decarbonization efforts.
The country’s Nationally Determined Contributions (NDCs) for the transport sector emphasizes the urgent need to advance the electrification of public transport as a key mitigation strategy.To address this, the Government of Sri Lanka, in collaboration with the United Nations Development Programme (UNDP) and with support from the Climate and Clean Air Coalition (CCAC), is implementing a pilot initiative focused on the deployment of electric buses (e-buses) in the Colombo Metropolitan Region.
The project aims to establish an enabling environment for low-emission transport solutions through evidence-based policy development, innovative business models, and increased public awareness on sustainable mobility options.As part of this initiative, a comprehensive communications strategy will be implemented to enhance stakeholder engagement, promote behavioral change, and ensure visibility of project milestones and outcomes.In this context, the UNDP seeks to engage a service provider with a team of qualified experts to design, implement, and manage the communications strategy, ensuring effective outreach, stakeholder engagement, and visibility of project outcomesObjective;The overall objective of this assignment is to provide to design, implementation, and management of a comprehensive multi-channel campaign promoting low-carbon and inclusive public transport in Sri Lanka.
