1. The Regional Compact Program Formulation Committee (RCFFC-MCC) has received funding from the Millennium Challenge Corporation to cover the costs of the Regional Energy Compact and intends to use a portion of this funding to pay for the contract with the firm responsible for conducting studies on the cost of electricity utility services, electricity sales and transmission tariffs, and the impact of third-party grid access and the regional market (PIR 3). MCC funding is allocated by the U.S. Congress and committed upfront under the Compact, without incremental or partial funding. Therefore, when a contract is signed with a Responsible Entity, the funds are already available to that Entity, and for most contracts, invoices are paid directly to the bidders by the U.S. Treasury.
2. The Regional Compact Program Formulation Committee (RCPFC-MCC) now invites offers from legally constituted Offerors to provide the services referenced above (“Offers”). More details on these services are provided in the Terms of Reference.
3. This RFO is open to all eligible entities (“Offerors”) who wish to respond. Subject to restrictions noted in the RFO, offerors may associate with other offerors to enhance their capacity to successfully carry out the assignment.
4. A Contract will be awarded by the CFPCR to the selected Offeror for a period of thirty-two (32) weeks.
5. An Offeror will be selected under the Quality Cost Based Selection “QCBS”, the evaluation procedure described in this RFO is in accordance with the “Accountable Entity Procurement Policy and Guidelines” which are provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, includes a review and verification of qualifications and past performance, including reference checks, prior to the contract award.
6. A Pre-bids conference will be held on April 30, 2024, at 3.00 pm Abidjan time. The Conference will be held via the platform Microsoft Teams using the link provided in Section 2 of the RFO (IO 1.3).
