Assignment Title: Consultancy Services for the Assessment of Existing Strategies, Guidance and Standards used for Road Design, Construction, and Maintenance followed by the Development or Update of Technical Standards or other Documents for the Road Transport Sector in Guyana

The Government of the Cooperative Republic of Guyana (GCRG) will receive financing from the World Bank toward the cost of the Integrated Transport Corridors Project (ITCP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the review and preparation of updated documents (including design standards, guidelines, and strategies) for the design, construction, operation and maintenance of roads and associated structures in Guyana.

The expected timeframe for delivery of this assignment is 24 calendar months and is projected to utilize an estimated 82 person months from eight (8) key experts. The expected/projected start date is August 2025.

The detailed Terms of Reference (TOR) for the assignment can be obtained at Address 1 given below during office hours from 9:30 hrs. to 15:30 hrs. Guyana Time or via email.

The Work Services Group (WSG) of the Ministry of Public Works (MoPW) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

At least five (5) years of global experience undertaking technical reviews to highlight data gaps and provide updated documents, for example in line with the Global Facility for Disaster Reduction and Recovery (GFDRR) Road Standards Review Criteria for Resilience and Global Road Safety Facility (GRSF) guidelines, or equivalent tools.

At least five (5) years global experience improving current road infrastructure procedures and policies across the infrastructure lifecycle for the three categories (primary, secondary, tertiary) of roads and their associated structures (bridges, culverts, drains, etc.) in the national network through a series of activities.

At least one senior expert with a strong background in training, capacity building, and pedagogy related to Transportation Engineering, Highway Design and Management.

Global experience updating the Standards for Roads and Structures Designs, Road Vehicle Fleet Classification System, Traffic Control Devices and Management System Guidelines for roadways.

Team members with relevant expertise and knowledge in a wider range of areas related to transportation engineering, Pavement Design and Materials Engineering.

Experience preparing updated Technical Standards, Design Codes and Guidelines for the design and construction of Roads, Bridges, Culverts and Drains.

Experience undertaking similar assignments in multicultural environments and developing countries comparable to Guyana. Including countries in Latin America and the Caribbean, South America and Africa.

At least two local experts, one of whom should be among the senior experts (mandatory).

Fluency in the English language is expected from the Team Leader and senior team members (mandatory).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Base Selection (QCBS) method set out in the Procurement Regulations.

All submissions must be in English and incorporate adequate documentation for evaluation based on the above criteria. Submissions must include three (3) hard copies and one (1) un-editable .pdf copy on a flash drive.
