MINISTRY OF PUBLIC WORKS *** ROAD AGENCY *** EXPRESSION OF INTEREST NOTICE EOI No.001-2026AR/PACFC/AIIB dated 2026 march 17 Recruitment of a Social Safeguards Consultant Transport Sector Financing Agency: Asian Infrastructure Investment Bank (AIIB) Financing Agreement Reference: S0882A Project Identification No.: S000672 1. Background The Government of the Republic of Madagascar has received a Grant from the Project Preparation Special Fund (PPSF) of the Asian Infrastructure Investment Bank (AIIB) to cover the cost of activities for the preparation of the Corridor Development and Trade Facilitation Project (PACFC) for the construction of National Road No. 9 (RN9) between Mandabe and Dabara, and intends to use part of the funds to make payments for services for the position of Social Safeguards Consultant. The Assignment Under the authority of the Director of the Road Agency and the Project Coordinator, the Consultant will support the Project Management Unit (PMU) during the Project preparation phase and at the start of its implementation. Main responsibilities: - The Social Safeguards Consultant, under the authority and supervision of the Coordinator of the Project Implementation Unit (PIU) of the Road Agency (โ€œProject Coordinatorโ€), will be responsible for managing and monitoring the preparation/updating of the Environmental and Social Impact Assessment (ESIA), the Resettlement Action Plan (RAP), and the Environmental and Social Management Plan (ESMP), as well as their implementation in collaboration with the Environmental Safeguards Consultant. He/She will also be responsible for the preparation and implementation of other social instruments. - During the Project preparation phase, the Consultant will be responsible for monitoring the development and validation of social safeguard documents/instruments within the framework of the PACFC-II RN9 Mandabe โ€“ Dabara works (โ€œthe Projectโ€), in accordance with national regulations and AIIB requirements. During the initial phase of Project implementation, he/she will supervise the implementation of the RAP and collaborate with the Environmental Safeguards Consultant in the implementation of the ESMP. Required Qualifications and Experience Academic Qualifications: - Minimum Bac+4 (equivalent to Masterโ€™s degree) in Law (public law, land law, spatial planning law or equivalent discipline) or an equivalent technical degree in land tenure. Alternatively, an equivalent degree in social sciences (sociology, anthropology, rural development, human geography) may be accepted. - The Consultant must demonstrate proven and substantial experience in the preparation of Social Impact Assessments (SIA), preparation and implementation of Resettlement Action Plans (RAPs), as well as in managing compensation for Project Affected Persons (PAPs) in projects financed by international donors. Professional Experience: - Minimum ten (10) years of experience in social safeguards, social impact management, community development or social risk management in donor-funded projects. - Proven experience in the preparation and/or implementation of RAPs, particularly in projects financed by the World Bank, AIIB, or any other partner applying equivalent social safeguard standards. - At least two (02) reference assignments related to the preparation of RAPs, social impact studies or social safeguard instruments in projects supported by AIIB, the World Bank, AfDB or partners applying comparable standards. - At least five (05) years of experience in the effective implementation of RAPs, including management of compensation funds for PAPs, grievance redress mechanisms, and compliance with donor social standards (AIIB, World Bank, AfDB, EIB, AFD or equivalents). - Experience in the preparation and/or implementation of RAPs for donor-funded infrastructure projects will be an asset. - Confirmed experience in rural, fragile or highly socially vulnerable contexts, with demonstrated ability to work with local and/or customary communities. Other Skills: - Good knowledge of the national regulatory framework on social safeguards and AIIB Environmental and Social Standards (ESS) or those of similar institutions (World Bank, African Development Bank, European Investment Bank, French Development Agency, etc.). - Proven skills in public consultation, community mobilization, grievance management, conflict resolution and support to vulnerable groups. - Knowledge of GIS will be considered an asset. - Proficiency in French and Malagasy, both oral and written. - Proficiency in English will be an asset. - Integrity, high ethical standards, teamwork skills and availability for frequent field missions.
