1. The International Bank for Reconstruction and Development, the International Development Association (the World Bank) and Kyiv School of Economics Institute (KSEI) have signed the Grant Agreement No. TF0C4831 dated May 7, 2024, in an amount not to exceed three million two hundred twelve thousand United States Dollars (USD 3,212,000) for the Project ‘Center for Advancement in Restoration and Modernization Capacity (CARMC)’ (hereinafter referred to as the I_CAN Project). The KSEI is the implementing entity for the Project. A portion of these funds is intended to cover expenditures under the contract for the financing of logistical support for event organization.
2. The KSEI now invites Quotations from eligible Service providers for:
Organization and delivery of an Event for City, Town, and Village Heads in Kyiv
The procurement is organized into a single lot, resulting in the award of one contract upon completion of the tender process.
Services shall be rendered during May, 12-13 2026.
The prospective Service providers shall meet the following Qualification Criteria:
Experience:
- the Service provider must have experience in the execution of at least 1 (one) contract for the provision of comprehensive logistical support services for conferences, training sessions, or similar events within the last 3 (three) years, specifically since January 1, 2023;
- the Service provider must not be subject to ongoing bankruptcy proceedings and/or be in a state of insolvency as of the date of the price quotation submission, in accordance with the provisions of the legislation of Ukraine.
Evaluation will be conducted based on comparing price quotations received from Service providers.

3. The tender will be conducted through national competitive procurement using a Request for Quotations (RFQ) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (September, 2023) (“Procurement Regulations”), and is open to all eligible Service providers as defined in the Procurement Regulations.
The KSE shall use the following electronic-procurement system to manage this Tender process:
“Electronic procurement system” or “e-procurement system” means national electronic procurement system “Prozorro” available at https://prozorro.gov.ua/, including authorized electronic procurement marketplaces.

In order to submit the Quotations and/or request clarifications, the Participants shall register at one of the authorized electronic marketplaces of Participant’s choice in accordance with terms and conditions of selected marketplace.
4. The full set of Tender documents in Ukrainian, including addenda and clarifications thereof, if any, is published by the KSE at the website of electronic procurement system and will be available for free for downloading at the following link:

5. Quotations must be submitted by uploading the complete tender documents through the electronic-procurement system before the quotations submission deadline which is 17:00 (Kyiv time) on May 5, 2026. After the deadline the participants will not be able to submit the quotations and this option will be closed by the system automatically.
