REQUEST FOR PROPOSALS (SELECTIN OF AN INDIVIDUAL EXPERT) Country: Ethiopia Name of Project: ADDIS ABABA BRT B2 PROJECT Assignment Title: BRT Operation Specialist (PIU) Employer: Addis Ababa City Government Transport Bureau (AATB) - Bus Rapid Transit (BRT) Project Implementation Unit (BRT PIU) Duration: Initially for 12 months (with 6 months trial period), renewable up to 30 months under AFD financing based on the consultant's performance and availability of budget. Reference No.: RFP-IE No: AATB/IB/07/2026 The Government of Federal Democratic Republic of Ethiopia has received financial support from the “Agence Francaise de Développement” (AFD) to implement the BRT B2 line in the City of Addis Ababa (the ‘Project”). AATB, one of the two Project Implementing Agencies, intends to apply a portion of this financial support for the recruitment of a BRT Operation Specialist position within its BRT PIU. The BRT Operation Specialist will be responsible for: o Assisting AATB in analysing mobility patterns and planning operations to optimize routes and service delivery. o Assist AATB in assessing current and future passenger demand to support the planning and periodic update of the BRT routes and the optimization of existing and future service plans, and support the development or procurement of appropriate demand analysis and service planning tools. o With the support of the AATB Operations Division (headquarters and sub-city offices) and the Addis Ababa City Bus Enterprise (AACBE), assess the impact of the BRT on other transport modes and provide guidance on reallocating or adjusting services to complementary routes, including feeder services, to optimise the overall urban mobility network. o Documenting AATB’s operational practices and recommend measures to align them with international best practices. o Establish a benchmark of operational performance contracts from comparable sub-Saharan and developing countries contexts to generate actionable insights for the Addis Ababa Transport Bureau (AATB). o Liaise closely with the Operation Division of the Addis Ababa Transport Bureau (AATB)—including the Public Transport Operations & Dispatching Department and the Supervision & Control Department—to assess existing operational practices, identify institutional and technical gaps, and benchmark current arrangements against international best practices in public transport and BRT operations. Scrutinize the existing contracts between Addis Ababa Transport Bureau (AATB) with Addis Ababa City Bus Enterprise (AACBE) and Velocity to understand the KPI set and what should be improve for the upcoming contracts between the Addis Ababa Transport Bureau (AATB) and the Bus Rapid Transit operators o Conduct a detailed review of the existing contractual frameworks between the Addis Ababa Transport Bureau (AATB) and current operators, notably the Addis Ababa City Bus Enterprise (AACBE) and Velocity, with particular focus on the Key Performance Indicators (KPIs), performance monitoring mechanisms, incentives and penalties, and risk allocation. Based on this analysis, identify weaknesses and areas for improvement and formulate recommendations to strengthen the KPI framework (Quality of service, Passenger services, Security and Safety, Maintenance, Financial performance, …) and contractual provisions for forthcoming contracts between AATB and future Bus Rapid Transit (BRT) operators. o Defining AATB’s governance as the Metropolitan Authority, its relationship with BRT operators, and the systems supporting its operational and oversight functions. o Define and formalize the role and responsibilities of Addis Ababa Transport Bureau (AATB) in its capacity as the Metropolitan Mobility Authority, particularly with respect to the oversight, regulation, and coordination of Bus Rapid Transit (BRT) operators and other key stakeholders. This includes clarifying AATB’s responsibilities in strategic planning, service specification, contracting and performance management, fare policy coordination, monitoring and enforcement, interface with infrastructure managers, and integration with other public transport modes and urban mobility actors. The consultant will be supported by the “Operation Consultant (OC) recruited by AFD to assists AATB in the structuring of the BRT B2 operation. o Advise AATB on the appropriate human resource structure to effectively oversee BRT operators. Provide technical assistance to AATB staff and advise on best practices in BRT operations and contract enforcement. o Define and specify the operational supervision and monitoring tools to be developed and deployed by the Addis Ababa Transport Bureau (AATB) to oversee and ensure the effective day-to-day operation of BRT services on both dedicated corridors and off-corridor sections. This includes tools to support real-time operational monitoring, performance measurement, incident management, and compliance with contractual requirements, as well as mechanisms to provide guidance and
