C40 Cities Climate Leadership Group Inc.
C40 is a network of nearly 100 mayors of the world’s leading cities working to deliver
the urgent action needed right now to confront the climate crisis and create a future
where everyone, everywhere, can thrive. Mayors of C40 cities are committed to using a
science-based and people-focused approach to limit global heating in line with the Paris
Agreement and build healthy, equitable and resilient communities. We work alongside a
broad coalition of representatives from labour, business, the youth climate movement
and civil society to support mayors to halve emissions by 2030 and help phase out fossil
use while increasing urban climate resilience and equity.
The current co-chairs of C40 are Mayor Sadiq Khan of London, United Kingdom, and
Mayor Yvonne Aki-Sawyerr of Freetown, Sierra Leone; three-term Mayor of New York
City Michael R. Bloomberg serves as President of the Board. C40’s work is made possible

Greater Amman Municipality (GAM)
The Greater Amman Municipality (GAM) governs Amman, a rapidly growing
metropolitan region of over four million residents and the political, economic, and
cultural centre of Jordan. As a member of the C40 Cities Climate Leadership Group
since 2015, Amman is part of a global coalition of major cities committed to addressing
climate change through ambitious urban action and collaboration.
GAM is committed to reducing greenhouse gas emissions and decreasing vulnerability
to climate risks within the city, in line with the latest Amman Climate Action Plan (2024).
The plan outlines pathways toward reducing greenhouse gas emissions and achieving
carbon neutrality by 2050, while strengthening urban resilience and improving quality of
life for residents. GAM also participates in C40 accelerators and partnerships on clean
air, sustainable waste systems positioning Amman as a key regional leader advancing
climate action and sustainable urban development in the Middle East.
GAM is also a signatory to the C40 and UN-Habitat Urban Planning Accelerator - a
political initiative which commits cities to reduce emissions through compact,
polycentric and connected development, as well as to reduce climate vulnerability
through risk-informed, nature-positive and inclusive planning.

Summary, purpose and background of the
project
About the Project

C40 cities and Greater Amman Municipality (GAM) are seeking a specialized consultant
or consortium of consultants to submit proposals for a tactical urbanism pilot
intervention in Al Yarmook District, a low-income neighborhood in Amman.
The project aligns with C40’s Green and Thriving Neighbourhoods (GTN) programme.
Launched in 2022, the programme supports cities working to translate the 15-minute
city and proximity planning concepts into reality – in particular shaping new
neighbourhoods and retrofitting existing ones to reduce car dependency, and foster
inclusive people-centred public spaces. The pilot will follow principles set out in C40
Design Guidance for Green and Thriving Public Spaces.
Purpose of this RfP
The initiative of tactical urbanism pilot intervention in a low-income neighborhood in
Amman seeks innovative, low-cost, climate-responsive, and community-centered urban
design solutions that can be rapidly deployed, tested, evaluated, and scaled across
Amman. It is in this context, C40 Cities is seeking a supplier or a group of suppliers to
support GAM in the planning, curation, design, and implementation of a tactical
urbanism project in the Al Yarmook District.
The selected proposal will demonstrate how temporary public realm interventions can
deliver measurable improvements in pedestrian safety, thermal comfort, and
neighborhood wellbeing.
The selected supplier will be responsible for delivering a “turn-key” tactical urbanism
project space ready for use at the end of June 2026. Key activities will include:
● Developing a creative concept and design plan for a project area that meets
programmatic requirements.
● Procuring required physical elements (Including the design and fabrication of
any proposed custom components such as custom street furniture).
● Implementing the design and fit-out of the space.
Applicants are invited to submit tactical urbanism proposals for identified stretch along
the Al Taj street (Map 1 & 2) by Greater Amman Municipality.
