This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business on-line on 22th April 2014

The Republic of Djibouti hasreceived a credit from the International Development Association (IDA) and a grant from the Global Environmental Facility Trust Fund toward the cost of the Geothermal Power Generation Project, and it intends to apply part of the proceeds of this credit and this grant to payments under the contract for the exploratory drilling program in the Fiale caldera area. The drilling will include four full size production wells of 9 5/8 inch diameter production casing, with an average well depth of around 2,500 meters and using deviated and aerated techniques. This contract will be jointly financed by IDA, the OPEC Fund for International Development (OFID) and the Global Environment Facility (GEF). Bidding will be governed by the World Bank's eligibility rules and procedures.

Electricity de Djibouti (EDD), the implementing agency intends to prequalify contractors for the drilling services to be provided. It is expected that invitations for bid will subsequently be made in the last quarter of 2014.

Prequalification will be conducted through prequalification procedures specified in the World Bank'sGuidelines: Procurement under IBRD Loans and IDA Credits, January 2011, and is open to all bidders from eligible source countries, as defined in the guidelines. In order to prequalify, applicants must meet certain experience in providing similar drilling services, and resource requirements as detailed in the prequalification documents.

Interested eligible Applicantsmay obtain further information from and inspect the prequalification document at the EDD (Address # 1 below) from 07:00 to 14:00 pm at local time. A complete set of the prequalification document in English may be purchased by interested Applicants (a) on the submission of a written application to the Address # 1 below and (b) upon payment of a nonrefundable fee of 26 550dj or in 150US$ a courierfee of 300US$ if the Applicant requests sending the prequalification document by DHL and also free of charge if the applicant requests sending the prequalification document by electronically .The method of payment will be cashier's check to the order of EDD or direct deposit to the account specified below.

Applications for prequalification should be submitted in sealed envelopes, delivered to the Address# 2 below by 11 June 2014and be clearly marked "Application to Prequalify for the Drilling Services for the Geothermal Power Generation Project".
