- The Government of Angola (hereinafter called âBorrowerâ) has received financing from the World Bank toward the cost of the Girls Empowerment and Learning for All Project and intends to apply part of the proceeds toward payments under the contracts for Construction of 9 T12 type schools for the first cycle of secondary education in the province of Benguela:
- Lot 1 â BENGUELA, School nÂș 100 â BENGUELA, 4 de Abril Neighborhood / School nÂș 200 â BENGUELA, Agostinho Neto Neighborhood;
- Lot 2 â BENGUELA, School nÂș 300 â LOBITO, Canata - Vila Flor / School nÂș 400 â LOBITO, 4 de Abril;
- Lot 3 â BENGUELA, School nÂș 500 â CUBAL, S. Esperança Neighborhood / School nÂș 600 â CUBAL, Casseque Neighborhood;
- Lot 4 â BENGUELA, School nÂș 700 â CUBAL, Tchimbasse Neighborhood;
- Lot 5 â BENGUELA, School nÂș 800 â CUBAL - CAPUPA;
- Lot 6 â BENGUELA, School nÂș 900 â CUBAL - YAMBALA.
- For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bankâs Disbursement Guidelines for Investment Project Financing.
- The Ministry of Education now invites sealed Bids from eligible Bidders for Construction of 9 T12 type schools for the first cycle of secondary education in the province of Benguela.
- Bidders may Bid for one or several contracts, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bankâs âProcurement Regulations for IPF Borrowers September 2025 (âProcurement Regulationsâ), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40%, and for Bid cost: 60%.
- Interested eligible Bidders may obtain further information from Girls Empowerment and Learning for All Project and inspect the bidding document during office hours 08h00 a.m. to 03h00 p.m. at the address given below.
- The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application (e-mail) to the address below.
- Bids must be delivered to the address below on or before 10h00 a.m. (local time) of May 27, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked âORIGINAL BIDâ, and the inner envelopes marked âTECHNICAL PARTâ will be publicly opened in the presence of the Biddersâ designated representatives and anyone who chooses to attend, at the address below on Benguela Provincial Education Office (Damas de Moura Street, Benguela City), 10h15 (local time) a.m. of May 27, 2026. All envelopes marked âFINANCIAL PARTâ shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
- All Bids must be accompanied by a (i) Bid-Securing Declaration and (ii) Local Labor Method Statement.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidderâs beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
