  1. Background: Ministry of Livestock and Fisheries (MLF) has received funding from the World Bank towards the cost of implementing the 5-years South Sudan Resilient Livestock Sector Project (RLSP) and intends to apply part of the proceeds for consulting services. The project development objective is to enhance animal health, improve range-land management, and strengthen resilience of livestock production in selected project areas. The project will directly benefit 166,000 households in the targeted eight (8) Counties in the following five (5) States, namely: Jonglei, Warrap, Upper Nile, Central Equatoria and Western Equatoria. The project aims to lay the foundation for a climate-resilient, competitive, and gender sensitive productive livestock sector in South Sudan to enable socioeconomic and inclusive growth. The main components of the project are; (i) strengthening animal health and welfare systems, (ii) sustainable and integrated rangeland development and management for livestock production, with focus on feed and water management, (iii) technical assistance, institutional strengthening, and project management, coordination, monitoring, and communication.
  1. Objective: The consulting services (“the Services”) is for Environmental Safeguard Specialist who who will work within the Ministry’s PCU, and overally be responsible for identifying, characterizing and managing environment risks under the Bank’s Environmental and Social Framework (ESF), while also ensuring that the project complies with environmental regulations, standards, and best practice. The incumbent is expected to work in synergy with other Donor funded projects being coordinated through PCU under MLF.
  1. Key Responsibilities: These include but are not limited to the following:
  • Assessment of environmental risks: Conducting environmental risk assessments (screening and scoping, as appropriate) to identify potential environmental risks to the project, and develop strategies to address them effectively, while consulting with the PCU.
  • Environmental risk management: Ensuring that the project adheres to the World Bank's ESF provisions, policies and guidelines, as enumerated in the project’s Environmental and Social Commitment Plan (ESCP).
  • Environmental Monitoring and Evaluation (M&E): Implementing monitoring and evaluation frameworks to track the project's environmental performance, and specifically the performance of the project with regards to the obligations spelt out in the ESCP, and reporting on the effectiveness of mitigation measures.
  • Preparing and reviewing sub-project-specific environmental documents such as Environmental and Social Management Plans (ESMPs) and other ESF instruments as clarified in the project’s ESCP. (initial studies, environmental impact reports, notices etc).
  • Plan and coordinate all processes for the execution of the tasks related to environmental safeguards, including the preparation of safeguards documents (ESMF, and ESIA/ESMP), organizing public consultation meetings, and training.

  1. Qualifications and Experience: The consultant must meet the minimum qualification and selection criteria indicated below:

  • Holders of Master’s degree in Environmental Sciences, Ecology, Natural Resources Management, Geosciences, and/or any other related subjects from a reputable University.
  • Possession of additional training in Project Management and related skills will be a critical requirement.
  • Possession of additional professional certification by recognized body will be added advantage
  • Fluency in English is essential, and knowledge of Arabic is an advantage.
  • Computer literacy including Microsoft packages.
  1. Experience
  • Minimum five (5) years relevant professional work experience in environmental risk management in development projects, preferably with internationally-funded projects.
  • Must demonstrate experience working in South Sudan and is recognized by the Ministry of Environment.
  • Core experience in environmental management in food security projects or social development with experience in oversight and monitoring of implementation of environmental and risk management plans at the project level.
  1. General Competencies

  • Proven ability to conduct research independently and present results effectively.
  • Impeccable planning, organization and time management skill; Ability to work well under pressure and to meet tight deadlines.
  • Demonstrates a high level of motivation, confidence, integrity and responsibility.
  • Strong problem-solving skills with the ability to provide solutions to emerging challenges.
  • Experience leading change, taking initiative, and driving results.
  • Computer literacy including Microsoft packages.
  • Excellent communication skills – both written and verbal, including the capacity to communicate complex and technical issues in simple terms.
  • Proven ability to clearly and concisely prepare, present and discuss recommendations at senior levels and to produce deliverables such as memoranda, recommendations, requirements documents, and status reports.
  1. Selection Criteria: The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 and revised 7th Edition of September 2025 which can be found at the following website: www.worldbank.org/procurement. Individual Consultant Selection (ICS) method will be used, and the first step shall be shortlisting based on the above qualification and experience requirements. This will then be followed by oral interviews for the shortlisted candidates and will be assessed using scored criteria as: (i) Qualification – 20%, (ii) Specific experience – 50%, and (iii) Desirable skills – 30%.
  1. Duration of the Assignment: The initial duration of the consultancy services is Twenty-four (24) months and shall be subject to renewal annually based on the performance and availability of funds.
  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
