GitLab Services and Software Subscription / Licenses

Veikkaus is about to procure a DevOps platform to cover a tooling needed in the software development lifecycle. Veikkaus has been using self-managed Gitlab as its main tool in software development, source code management, CI/CD and automation. Veikkaus' existing CI/CD platform is based entirely on GitLab's proprietary technology. Replacing this platform would require a complete migration of thousands of projects, CI/CD pipelines, and integrated tools, representing an unreasonable and disproportionate cost and operational risk. Therefore, for reasons of technical compatibility and to protect the Veikkaus' existing investment, only GitLab licenses and Gitlab services are compatible. The subject of the procurement is described in more detail in the request for tender and its appendices, especially in Annexes 1 and 2 Descriptions of the Subject of Procurements. Procurement has been divided for two (2) different lots and have two (2) separate agreements: 1) Gitlab service 2) Gitlab software / licenses. One supplier can be selected for both lots. Even if the same supplier provides both lots the agreement will be separated., GitLab Services The subject of the procurement is GitLab platform Services. Agreement for Gitlab service includes: - Installation, updates and maintenance of Gitlab and its infrastructure will be managed end-to-end by the vendor in Google cloud project owned by Veikkaus. Selected Veikkaus personnel will have access to cloud environment, both owner-level and viewer-level. - Migration from the current Self-Managed Gitlab setup to Veikkaus Google Cloud infrastructure, including data and all the other supporting integrations. - Vendor will provide technical support services and make regular updates to the software and its infrastructure keeping it secured. User instructions and support will be mainly handled by the Veikkaus personnel and vendor would take a part if escalated. Vendor is expected to: 1. Plan and execute migration from current Gitlab platform. Migration work details later in the document. 2. Provide Gitlab platform installation. Monthly Gitlab updates and other maintenance such as updating system packages. 3. Comprehensive list of required features can be obtained from the attachment “Annex 1.2 - Gitlab platform requirements”. The subject of the procurement is described in more detail in Annex 1.1: “Description of the Procurement – GitLab Service"., GitLab Software Subscription / Licenses The subject of the procurement is GitLab Software Subscription / Licenses Agreement for Gitlab licenses includes: - Gitlab Premium license level - Option for other billed Gitlab features and Ultimate license level. Currently there are approx. 650 licenses in use with a rising trend (for comparison, in February 2025 there were at ~500 licenses). Veikkaus do not commit to any specific amount of licenses to be procured. The usage of the platform may increase or decrease in the future. The tenderer must be an official GitLab Partner (e.g., Select or Open Partner program, or their future equivalents) at the time of submitting the tender. As proof, the tenderer must provide a link to their official listing on GitLab's partner locator website or another verifiable confirmation from GitLab Inc.
