ASSIGNMENT DESCRIPTION
TheEUR Logistics Services Project, part of IFCโ€™s Country Economics and Advisory(CAE) portfolio in Europe, encompasses Ukraine, Moldova, Serbia, and Albania.The advisory support focuses on three key areas: (i) Enabling Regulatory andPolicy Reform โ€“ supporting governments in identifying and implementing priorityreforms in logistics and warehousing to enhance efficiency and attractinvestment, in close alignment with EU requirements and standards; (ii)Strengthening Private Sector Capacity โ€“ providing targeted training andadvisory support to boost the competitiveness of local logistics andwarehousing firms; (iii) Promoting Green and Digital Transformation โ€“ assessinggreen and digital investment needs and assisting high-potential firms inidentifying and adopting relevant solutions, as well as providing diagnosticinformation to the governments and private sectors.
Underthe Component III, the Project will support the Development Agency of Serbia withthe assessment aimed to identify logistics investment opportunities thatsupport priority FDI sectors at selected locations, while also identifyingpublic sector investments in logistics infrastructure and services necessary tounlock these opportunities. The Consultant will undertake a focused andin-depth assessment of logistics requirements for selected priority sectors andindustrial locations in Serbia. The analysis will be limited to the following prioritysectors and locations:
Prioritysector(s) will include advanced manufacturing sector, with special focus on:

Roboticsmanufacturing.
Prioritylocations/industrial zones:
Inฤ‘ija, ฤ†uprija, Leskovac, Kragujevac and Elixir Group Industrial Chemical Park,Prahovo.
The assessment willbe grounded in a realistic understanding of the current level of development ofthese sectors in Serbia. In this context, the Consultant is expected to assessboth existing logistics needs and whether the current logistics providers canexpand their operations. The Consultant should also assess the logistics needs thatwould arise under
conceivablefuture investment scenarios in the near to medium term (3-5 years), recognizingthat some of the selected sectors are currently at an early to intermediatestage of development in Serbia. The assessment should also consider how therecommended logistics investments can be phased in with expected sectordevelopment.
Theobjective of the assignment is to identify logistics investments andinfrastructure improvements that can strengthen Serbiaโ€™s attractiveness forhigh-value advanced manufacturing investments at priority locations.Specifically, the assignment will:
assess logistics requirements for priority sectors and identify logistics performance gaps and supply chain bottlenecks;
analyze spatial linkages between logistics infrastructure and industrial zones;
identify opportunities for private logistics investments; and
identify public sector investments in logistics infrastructure and services required to support industrial development.
The results of theassignment will support investment promotion efforts, policy planning, andinfrastructure prioritization.

The World Bank Group invites eligible firms to indicate their interest in providing the services.

Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).

Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.
