Rammevtalen skal dekke oppdragsgivers (Stjørdal kommune, Frosta kommune, Selbu kommune og Holtålen kommune) behov for håndverkertjenester innenfor malertjenester, gulvlegging og tapetsering med utstyr og materiell.
Rammeavtalen skal dekke det til enhver tid gjeldene behov oppdragsgivere har utover det som dekkes gjennom egenregi for det forespurte fagområdet. Avtalen skal omfatte service-, vedlikehold- og rehabiliteringsoppdrag.
