INVITATION FOR BIDS ( PROCUREMENT OF SERVICES) 1. The KOICA HQ Procurement Team 1 intends to invite foreign and local eligible Bidders for the Project for the “Capacity Building of Digital Competencies within the Framework of Digital Transformation in the Kyrgyz Republic” Brief of Bidding Bid Title PMC Service for Capacity Building of Digital Competencies within the Framework of Digital Transformation in the Kyrgyz Republic Summary of Services - Strengthening national ICT Capability - Establishing a foundation for system audit for securing E- government audit competency - Developing Learning Management System - Capacity building activities including local training and inviting program - Building a sustainable ICT Environment - Project Quality management * Please refer to the attached RFP (Korean version) for detailed information. Employer: Korea International Cooperation Agency (KOICA) B. Bid Type: International Bidding, Open Competitive Bidding C. Selection of the Successful Bidders: a) Conclusion of contract by negotiation (technical proposal (90%) and price quotation (10%)). b) The Company with a high overall score has priority of negotiation. c) Bidders that receive less than 85 out of 100 points at the technical proposal evaluation shall be disqualified from negotiations. d) Bidders must submit a price below the budget limit, and if it exceeds this, the bidders shall be disqualified from negotiations. e) Conclusion of contract by negotiation. D. Qualification of Bidders: a) Shall be registered on the KOICA’s Online Procurement System ( http://nebid.koica.go.kr ) and Korea government’s On-line e- procurement system (PPS, http://www.g2b.go.kr ) ○ shall have the PPS service code [1169 or 9999] ○ shall have the PPS service code [1468] ※ For further information, Please refer to Invitation for Bids and Request for proposal in Korean version. b) Anyone whose qualifications to participate in the bidding are restricted by an international organization or a foreign government, or who have been declared ineligible for a contract, or those who have been sanctioned for the same, cannot participate in the bidding. c) According to domestic and foreign laws and regulations, a person convicted of a bribery-related crime cannot participate in the bidding. d) In accordance with the 「 National Contract Act 」 , 「 Local Contract Act 」 , or 「 Act on the Operation of Public Institutions 」 in Korean law, a person who is a fraudulent business entity who has been restricted from participating in bidding and is in the disposition period, cannot participate in the bidding. e) A person who has pledged the following: Confirmation of participation in subcontracting with conditions of direct payment, Pledge of Practice for Human Rights business management, Pledge of Practice for the Prevention of Sexual Harassment and Sexual Violence. f) Joint Venture is allowed. Joint Contract (Contract for joint performance) a) Joint Venture with limited numbers (5) is allowed. b) (joint performance) The share ratio of each participating company must be more than10%. c) (joint performance) Each member shall meet Qualification of Bidders. J.
