- The Government of India has received financing from the World Bank towards the cost of Jhelum and Tawi Flood Recovery Project and it is intended that part of the proceeds will be applied to eligible payments under the contract for the Supply and Installation of Digital Hand Held X Ray System (80 Numbers) including Comprehensive Maintenance of Five Years for Strengthening of Healthcare Facilities through JTFRP.
- The Jammu & Kashmir Medical Supplies Corporation Limited (Purchaser) now invites online bids from eligible bidders for Supply and Installation of Digital Hand Held X Ray System (80 Numbers) including Comprehensive Maintenance of Five Years for Strengthening of Healthcare Facilities through JTFRP.
- Bidding will be conducted through the National Competitive Bidding (NCB) procedures agreed with the World Bank. The bidding is open to all eligible bidders as defined in the Bank’s Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 of the Guidelines setting forth the World Bank’s policy on conflict of interest.
- Bidding document is available online on www.jktenders.gov.in (website) and is accessible free of cost. However, a non- refundable fee as indicated below shall be submitted by the bidder in the form of Demand Draft/Cashier's cheque/Certified cheque on any Scheduled/Nationalized bank payable at Jammu & Kashmir Supplies Corporation Ltd. in favour of F.A/Chief Accounts Officer, JKMCL, Jammu. (Payment documents to be submitted subsequently as per the procedure described in paragraph 7 below). Bidders will be required to register in the website, which is free of cost. The bidder would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

- For submission of the bids, the bidder is required to have Class III Digital Signature Certificate (DSC) from one of the authorized Certifying Authorities, authorized by Government of India for issuing DSC before the bid submission deadline. Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website (www.jktenders.gov.in) before the bid submission deadline. A non-refundable fee of Rs. 5000/-(inclusive of tax) is required to be paid (to be submitted along with other documents listed in paragraph 7 below) before the bid submission deadline. The mode of payment shall be in the form of DD/Cashier's cheque/Certified cheque drawn on any scheduled Bank in favour of FA/Chief Accounts Officer, Jammu & Kashmir Supplies Corporation Limited payable at Srinagar or Jammu.
- Bids security of the amount specified in the bidding document, drawn in favour of Jammu & Kashmir Supplies Corporation Limited must be submitted as per the procedure described in paragraph 7 below. The Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. Both Technical Part and Financial Part, must be submitted online on www.jktenders.gov.in (website) on or before the bid submission deadline, and the ‘Technical Part’ of bids will be opened online on the specified time and date for opening of bids, as given above. The “Financial Part” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bids, as per server time.
- Although the bid document is freely accessible to all bidders, the participating bidders are required to submit (a) original payment documents towards the cost of bid document and registration on e-procurement website (if not previously registered);(b) original bid security in approved form; and (c) original affidavit regarding correctness of information furnished with bid document with the General Manager (Tendering), Jammu & Kashmir Medical Supplies Corporation Limited, J&K before the bid submission deadline, either by registered post/speed post/courier or by hand, failing which the bids will be declared non-responsive and will not be opened.
- A pre-bid meeting will be held on the specified date and time at the office Jammu and Kashmir Medical Supplies Corporation, Jammu/Srinagar to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.2 of ‘Instructions to Bidders’. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of supply under this contract for discussion and clarification at the pre-bid meeting. The last date for submission pre-bid queries shall be 2 days from the date of pre-bid meeting.
- All other details are available in the bid document. The Purchaser shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Purchaser shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
