Legal Status & EligibilityCertificate of Registration / Business LicenseValid Tax Registration Certificate (if any)Annex A: Vendor Information Sheet, including all supporting legal documentation proving that the company is a registered entityAny relevant certificates and licenses demonstrating the bidder’s authorization to provide the requested services (e.g.
Chamber of Commerce registration, commercial trade certificates, etc.)2.
Declarations of ConformityAnnex 2: Quotation Submission Form / Bidder’s Declaration of Conformity, confirming that the bidder:Is not suspended or declared ineligible by any UN Organization or other international organizationIs not bankrupt, under receivership, or subject to ongoing legal proceedings that may affect its operations3.
Relevant ExperienceEvidence of minimum three (3) years of relevant experience in the fieldEvidence of at least three (3) similar contracts of comparable value, nature, and complexity completed within the last three (3) yearsSupporting documentation (e.g. copies of contracts, purchase orders, or reference letters; purchase orders and reference letters are acceptable)4.
Responsiveness to RequirementsDemonstrated compliance with IOM standards and requirements, including hygiene, cleanliness, and operational standards (subject to verification, including site visits if required)5.
Quality AssuranceDetailed information on the quality, variety, and consistency of the services offeredProvision of a detailed list of items/services as specified in the ToR (e.g. breakfast, lunch, dinner or equivalent service components)Incomplete submissions may be disqualified at the technical evaluation stage.The Proposer is required to prepare the Financial Proposal following the below format and submit it in a separate email with the mandatory subject line: SCU-SY-2026-010 Financial Proposal as indicated in the Instruction to Proposers.
The Financial Proposal should align with the requirements of the Terms of Reference and the Proposer’s Technical Proposal.
