Legal Status & Eligibility• Valid Commercial Registration Certificate (updated for construction activities)• Valid Construction Classification Certificate issued by the competent authority (Joint Ventures acceptable)2.

Declarations of Conformity• Annex 6: Declaration of Compliance Letter (signed and stamped)Incomplete submissions may be disqualified at the preliminary evaluation stage.Technical Evaluation – Required DocumentsThe Technical Proposal shall include the following:1.

Relevant Experience• List of similar projects implemented within the last three (3) years• Supporting documents (contracts, POs, completion certificates) – minimum two (2) projects2.

Work Schedule & Completion Period• Annex 4: Time Schedule / Work Plan3.

Project Planning & Monitoring• S-Curve (project progress monitoring tool)4.

Technical Capacity & Personnel• Contractor’s Personnel List including CVs, roles, and qualifications – Annex 75.

Equipment & Materials• List of available equipment and materials – Annex 86.

HSE Compliance• Health, Safety, and Environmental (HSE) Program / PlanFailure to submit complete required documents may result in disqualification at the technical evaluation stage.The Proposer is required to prepare the Financial Proposal following the below format and submit it in a separate email with the mandatory subject line:RFQ-SCU-SY-2026-011 Financial Proposalas indicated in the Instruction to Proposers.
