The Islamic Republic of Pakistan, represented by Government of Khyber Pakhtunkhwa, has received financing from the World Bank toward the cost of Khyber Pakhtunkhwa Rural Investment and Institutional Support Project (KP-RIISP) and intends to apply part of the proceeds toward payments under the contracts for Rehabilitation of Existing Drinking water supply scheme Pekhaoro Nawagai District Bajaur.

- The Project Implementation Unit (PIU), Khyber Pakhtunkhwa Rural Investment & Institutional Support Project (KP-RIISP), PHE Department, Government of Khyber Pakhtunkhwa (GoKP) now invites sealed Bids from eligible Bidders for the subject works as mentioned above.
- Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers November 2020. (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents in Section III – Evaluation and Qualification Criteria.
- Interested eligible Bidders may obtain further information from Project Director, PIU, KP-RIISP, PHE Department, GoKP, and inspect the Bidding document during office hours 0900 to 1700 hours at the address given below.
- The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below upon payment of a non-refundable fee of PKR 15,000/- per package in cash. The eligible bidders also have the option to download the bidding document at no cost from website i.e., https://www.phedkp.gov.pk/. Eligible bidders opting to download the bidding document from PHE website shall inform PIU, KP-RIISP in writing at the address given below failing which PIU, KP-RIISP shall not be responsible if the bidder does not receive clarifications and amendments, if any. In case of any discrepancy between the downloaded document and hard copy, the latter shall prevail.
- Bids must be delivered to the address:. Project Director, PIU, PHED, KP-RIISP, Plot No. 40, Sector B-II, Phase-V, Hayatabad, Peshawar, Khyber Pakhtunkhwa, Pakistan, on or before 14 May 2026 at 12:00 hrs, electronic bidding shall not be permitted. Any bid received after the specified deadline shall be rejected. The outer envelopes marked “ORIGINAL BID”, along with the inner envelopes marked “TECHNICAL PART”, shall be opened publicly in the presence of the bidders’ designated representatives and any other persons who choose to attend, at the above-mentioned address on 14 May 2026 at 12:30 hrs. All envelopes marked “FINANCIAL PART” shall remain unopened and will be securely retained by the Employer until the second public bid opening.
- All Bids must be accompanied by a Bid Security mentioned against each work shall be in the form of an unconditional bank guarantee or CDR issued by a scheduled bank in favor of Project Director, PIU KP-RIISP, PHE Department, Khyber Pakhtunkhwa and (ii) demonstrating the Bidder’s plan to employ unskilled and semi-skilled labor from the local communities in the project area, in accordance with the requirements set forth in the bidding documents.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
