The Government of Angola (hereinafter referred to as the 'Borrower') has received funding from the World Bank to cover the costs of the Girl Empowerment and Learning for All Project and intends to use part of the proceeds to make payments under contracts for the Procurement of vehicles to support the Provincial Education Offices in Angola's 21 provinces.
The Girl Empowerment and Learning for All Project now invites sealed bids from eligible bidders for the acquisition of vehicles to support the Provincial Education Offices in the 21 provinces of Angola.
Tenders will be conducted through competitive international contracting using a Request for Proposals (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" dated February 2025 ("Procurement Regulations"), and is open to all eligible bidders as defined in the Contracting Regulations.
Proposals will be evaluated according to the evaluation process set out in the tender documents. The following weights apply to the Ranked Criteria (including technical and non-price factors): 40% and to the cost of bidding: 60%.
Interested eligible bidders can obtain more information from the Girls for All Empowerment and Learning Project and inspect the bidding document during office hours from 08:00 to 15:00 at the address below.
The tender document in English can be obtained by eligible bidders by sending a request by email.
Proposals must be delivered to the address below before 10:00 (Angola time) on May 12, 2026. The electronic competition will not be allowed. Late proposals will be rejected. The outer envelopes of the Bid marked "Original Offer" and the inner envelopes marked "Technical Party" will be publicly opened in the presence of the representatives designated by the bidders and any person who chooses to attend, at the address below at 10:15 (Angola time). All envelopes marked "Second Envelope: Financial Party" will remain unopened and will be held in secure custody by Buyer until the second public opening.
All bids must be accompanied by a Bid Guarantee Statement.
Attention is drawn to the Procurement Regulations which require the Borrower to disclose information on the beneficial ownership of the successful tenderer, as part of the Notice of Contract Award, using the Beneficial Ownership Disclosure Form included in the tender document.
