- This invitation for expression of interest (pre-qualification) follows the General Procurement Notice (GPN) dated 23/02/2026.
- The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM has received a Credit from the World Bank toward the cost of Conduct a Strategic Environmental and Social Assessment (SESA) for MSP for the use of marine space, and it intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Conduct a Strategic Environmental and Social Assessment (SESA) for MSP for the use of marine space.
- The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM now invites eligible
consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for a period of 90.
- Interested all eligible tenderers must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The specific shortlisting criteria are indicated in section of qualification and evaluation criteria.
- Consultants may associate with other firms in the form of a joint venture or a sub - consultancy to enhance their qualifications.
- The Consultant will be selected in accordance with the Quality Based Selection method set out in the Consultant Guidelines.
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Gui delines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of Fourth Edition November 2020 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Description of Services
The Marine Fisheries Spatial Planning(MFSP) is being introduced as a tool to guide
the sustainable, equitable, and evidence-based allocation of marine space. The MFSP will address competing demands across sectors such as fisheries, tourism, conservation, energy, and transport to minimize conflicts and promote sustainability. To ensure that environmental and social considerations are integrated into the planning process, a Strategic Environmental and Social Assessment(SESA) to assess impacts, propose mitigation measures, and ensure inclusive benefits. This assessment will identify potential risks, opportunities, and mitigation measures to support inclusive, sustainable, and climate-resilient marine governance. The SESA will also inform the MFSP framework, ensuring compliance with national and international standards. This activity will be done under component one Development of a sustainable and Climate-resilient Blue Economy.
Scope of Activity
This consultancy is aiming to ensure that environmental and social considerations are systematically integrated into Tanzania’s Marine Fisheries Spatial Planning (MFSP) process by conducting a comprehensive StrategicEnvironmental and Social Assessment (SESA).
