The Republic of Vanuatu (RoV) has received financing from the World Bank toward the cost of the Vanuatu Climate Resilient Transport Project, and intends to apply part of the proceeds for consulting services under this request for expression of interest.

The Republic of Vanuatu (RoV), represented by the Ministry of Infrastructure and Public Utilities (MIPU) is now seeking a qualified and experienced National Engineer Trainee for Occupational Health & Safety (OHS) so that national capacity in OHS is developed for future projects with regard to OHS safety measures at construction sites.

The objectives for the assignment are:
a. Train in: World Bank’s EHS Guidelines and good international industry practice, conducting periodic inspections, and analyzing risks
b. Learn on the job on best practices and to design, verify, and strengthen the OHS system for the project.
c. Support the project’s commitments under the Environmental and Social Commitment Plan (ESCP) as they relate to OHS.

The Scope of the services are summarized as follows:
a. The Consultant will train under the IOHSS in:
• Project OHS Management System (OHSMS) aligned with World Bank EHS Guidelines, GIIP, and ISO 45001 principles
• Translating EHS/GIIP requirements into practical project-specific standards, procedures, and Life-Saving Rules
• Reviewing OHS governance framework (roles, escalation protocols, decision gates)
b. Incident Reporting and investigation: Work under the guidance of the IOHSS to learn to Record and report all reportable incidents
c. Planning and design OHS integration: Work under the guidance of the IOHSS to learn to Review engineering designs, construction methodologies, traffic management plans, and work sequencing for OHS risks
d. Emergency preparedness and medical arrangements: Work under the guidance of the IOHSS to learn to review and test multi-scenario emergency response plans; advise on site medical facilities, first responder capability, evacuation routes
e. Subcontractor and supply chain oversight: Work under the guidance of the IOHSS to learn to establish a tiered oversight framework for subcontractor OHS performance
f. Interface with PIU and the World Bank: Work under the guidance of the IOHSS to learn to prepare high-level OHS reports for PIU leadership and the World Bank task team
g. Support PIU in responding to supervision mission findings and aligning corrective action plans with ESF, EHS, and GIIP expectations.

The consultant is expected to deliver the following:
a. Training plan guided by the IOHSS
b. Monthly report on learning activities and training undergone with reference to the training plan
c. Quarterly performance reviews with International OHS Specialist.

The consultant will be based in Espiritu Santo island on a full-time basis; the duration of the assignment is 12 months, and extendable to correspond with the construction at the project sites. The consultant shall mobilise within 2 weeks of contract award.

MIPU now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information in the form of a curriculum vitae demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum requirements are:
a. A degree in civil engineering/construction preferred or a diploma in civil engineering
b. Working experience in construction sites, desirable.
c. Good general written and oral communication skills in English.

The selection process will be undertaken in line with the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”) for open competitive selection. The most qualified and experienced respondent to this request for expressions of interest will become the preferred candidate for a negotiated time based contract.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
