The PT PLN (Persero) has received financing from the World Bank toward the cost of the Indonesia Sustainable Least-Cost Electrification Technical Assistance, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Senior Social Specialist in Environmental and Social Management System for 1 (one) year and the extension is possible if required.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The PT PLN (Persero) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:
- Bachelor’s degree in social or socio-economic disciplines, Project Management, or Social Development studies. Master’s degree preferred.
- Knowledge and experience in addressing issues covered by the World Bank Environmental and Social Framework (ESF) and social safeguards policies, particularly in areas such as indigenous peoples, involuntary resettlement, labor and working conditions, community health and safety, community development, conflict resolution, stakeholder engagement, and information disclosure, and/or similar policies applied by other international financial institutions in the context of Indonesia. Experience with grievance management, compensation for displacement, or working with vulnerable groups will be considered an advantage. Candidates with combined experience across several of these areas will be preferred.
- Minimum eight (8) years of directly relevant experience in social management, land acquisition, livelihood restoration processes, labor management plans/procedures development and/or implementation, and/or any combination of program management, social programs management and compliance.
- At least eight (8) years of operational experience in international environmental and social standards such as the World Bank’s ESF, ADB’s ESF, and the IFC’s PS, on social, community health and safety, resettlement, Indigenous People, cultural heritage, and labor aspects. Experience in high risk and energy projects is a plus.
The attention of interested Consultants (including firms) is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
