The Government of Mozambique, through the Ministry of Public Works, Housing and Water Resources (MOPHRH), has received financing from the World Bank toward the cost of the Urban Water Security Program (P509890), to be implemented in the Greater Maputo Metropolitan Area and the Southern Region, and intends to apply part of the proceeds for the contract “FIPAG/UWSP/CON-05/26” - Audit of Bank-Financed Projects in Mozambique for the Years 2025–2027. This audit covers a portfolio of 5 (five) strategic projects:

I. Urban Water Security Project/Program (P509890/P178653); II. Mozambique Urban Sanitation Project (P161777); III. Rural and Small Towns Water Security Project (P173518); IV. Mozambique Digital Acceleration Project (P176459); V. Regional Climate Resilience Program for Eastern and Southern África 1 Project (P180171).

The objective of the audits of the Projects Financial Statements (PFSs) is to enable the auditors to issue one or more professional opinions on the financial position of the projects and the books of accounts of FIPAG at the end of each fiscal year (2025, 2026 and 2027), as well as on the funds received and the expenditures incurred during the respective accounting period.

FIPAG invites audit firms duly registered with national regulatory authorities and with proven experience in similar assignments. For the execution of the services, the consultants must present a qualified technical team composed of an Engagement Partner with 15 years of experience and a Master’s degree, an Audit Manager with 7 years of experience and a Master’s degree, and two Auditors with at least 3 years of practice, and it is mandatory that all team members have full fluency in the Portuguese language.

1. The Investment and Asset Holding Fund for Water Supply and Sanitation (FIPAAS, FP) invites eligible audit firms (“Consultants”) to express their interest in providing the services described above. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services (brochures, description of similar assignments, experience in projects financed by international organizations, etc.).

2. Attention of interested Consultants is drawn to Section III, Paragraphs 3.14, 3.16 and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, 6th Edition of February 2025, which set forth the World Bank’s policy on conflict of interest.

3. The Consultant must be an independent audit firm, duly registered, with proven experience in auditing projects financed by the World Bank or other multilateral institutions. The team must have recognized professional qualifications (CPA, CA, ACCA, DEC or equivalent) and relevant experience in the public sector, with knowledge of International Standards on Auditing (ISA).

5. The Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) procedures set out in the Procurement Regulations.
