Provision of Project Management Services (PMS)ANSTO is seeking an experienced PMS provider to support the delivery of the Nuclear Medicine Manufacturing Program (NMMP) at its Lucas Heights campus, NSW.The PMS provider will deliver embedded project and program leadership and operate as an integral member of ANSTO’s NMMP Delivery Team. The role spans the full lifecycle of the Program, including planning, design, procurement, construction, commissioning, and transition to operations. The PMS provider will be responsible for integrated program coordination and management, providing proactive, evidence-based advice to ANSTO, and supporting informed decision-making across scope, schedule, cost, risk, and quality. The role requires active engagement with internal ANSTO stakeholders, regulators, delivery partners, consultants, and subject matter experts to manage interfaces and ensure alignment across all workstreams.

Conditions for Participation:
1.      The Supplier must demonstrate that Project Management Services (PMS) is the organisation’s primary, longstanding service offering. Project Management Services must constitute the central focus of the Supplier's business operations and be delivered through a substantial, dedicated workforce of project management professionals, supported by mature, organisation wide delivery frameworks, quality systems, and governance structures suitable for large scale, multidisciplinary capital projects. To demonstrate compliance with this requirement, the Supplier must provide verifiable evidence that:Project Management Services account for no less than 70% of the organisation’s total annual revenue for each of the last three financial years;Project management personnel constitute the majority of the organisation’s professional workforce, representing greater than 70% of the organisation’s total staff (excluding purely administrative support roles). This workforce includes project managers, program managers, planning and controls specialists, cost managers, and project support professionals but excludes administrative business functions; andThe organisation has established, mature, and organisation-wide systems, frameworks, and governance structures that are purpose-built for the delivery of large-scale, complex capital projects. These systems and frameworks must be demonstrably designed for Project Management Services delivery, rather than adapted, repurposed, or inherited from unrelated technical, engineering, construction, or advisory service lines.2.      The Tenderer must demonstrate that it has the capability to perform the Services from Sydney, Australia, and that the proposed personnel are based in Greater Sydney, NSW, such that the Services can be delivered effectively and responsively in accordance with the requirements of the Specification. Evidence must confirm that the Tenderer has an established operational presence and suitably located personnel to support on-site engagement and ongoing service delivery.3.      The Supplier must confirm that Key Personnel will maintain a minimum on-site presence equivalent to four (4) days per week at the Program offices located at the Lucas Heights Campus.4.      The Tenderer must provide evidence of the successful delivery of at least two (2) projects of comparable scope and complexity, each with a minimum duration of three (3) years, within one or more of the following environments:·       Radiopharmaceutical or pharmaceutical facilities;·       Complex manufacturing or process facilities; and/or·       Health, defence, or other highly regulated and technically complex programs.Each reference project must be a multi-package infrastructure program involving complex interfaces, which may include (but are not limited to):·       Regulatory pathways and authority approvals;·       Major equipment procurement and integration;·       Manufacturing or process systems;·       Building services and utilities;·       IT/OT systems; and·       Qualification and validation activities and/or complex commissioning requirements.5.      The Supplier must provide evidence demonstrating that its Offer is not submitted as part of a joint venture6.      The Supplier must attend the mandatory industry briefing.
