  1. The Government of Montenegro has received financing from the World Bank toward the costs of the ‘’Montenegro Energy Sector Decarbonization Project (MESDP)’’. The project total costs are €33.8 million, and it will be financed through an IBRD loan of €31.0 million and counterpart co-financing of €2.8 million. The Government intends to apply part of these proceeds to the payments under the contract for Procurement of: Transformers for replacement. Component 2 will enable the integration of additional renewables into the distribution grid and improve its operational performance.

The Crnogorski elektrodistributivni sistem Podgorica – CEDIS now invites sealed Bids from eligible Bidders for:

Transformers for replacement:

  1. Transformer 35/10 kV, 12.5 MVA (3 pieces)
  2. Transformer 35/10 kV, 8 MVA (12 pieces)
  3. Transformer 35/10 kV, 8 MVA OLTC (2 pieces)
  4. Transformer 35/10 kV, 4 MVA (15 pieces)
  5. Transformer 35/10 kV, 4 MVA OLTC (3 pieces)
  6. Transformer 35/10 kV, 2.5 MVA OLTC (1 piece)
  7. Additional material for transformer replacement

The transformers shall be delivered in three-month tranches of a maximum of 8 pieces per tranche, starting no earlier than the 13th month from the date of effectiveness of the contract. (except for item no. 7, which is delivered in its entirety within 13 months from the date of effectiveness of the contract). Final destination (Project Site): CEDIS Warehouse located at Vojvode Stanka Radonjica bb, Podgorica, Montenegro. The Bidder will provide delivery CIP (Carriage and Insurance Paid) to a designated location. Related services include: Site Acceptance Tests – SAT; Factory’s expert TA for installation works; OLTC Training within the prescribed period. Manufacturer’s authorization (MAF) is: required, after sales service is: required. A margin of domestic preference shall not apply.

The qualification requirements, on the basis of which the Purchaser will assess each Bid, include among others: Legal Capability; Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three years (2023, 2024, 2025) prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member. Specific Experience: The Bidder shall demonstrate that it has successfully completed at least one (1) contract within the last five (5) years prior to bid submission deadline (from the beginning of 2021 until the bid submission deadline), with a value of at least 6,000,000.00 EUR (with VAT included), that have been successfully and substantially completed, and that are similar in value, nature and complexity to the Goods and Related Services under the Contract. Manufacturing experience and Technical Capacity: For the items under the Contract that the bidder is a manufacturer, the Bidder shall furnish documentary evidence to demonstrate that: it has manufactured goods of similar nature and complexity (same or higher voltage level) for at least 5 years, prior to the bid submission deadline; and its annual production capacity of goods of similar nature and complexity (same or higher voltage level) for each of the last 3 years prior to the bid submission deadline, is at least 3 times the quantities specified under the contract.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB-Two Envelope process) as specified in the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers’, issued in September 2023 and February 2025 (Sixt edition), and it is open to all eligible bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.13-3.14 setting forth the World Bank’s policy on conflict of interest.

A complete set of Bidding Documents (SBD) in English may be requested and obtained by the interested eligible bidders upon submission of a written application to the address below (for registration purposes). The complete set of Bidding Documents will be sent by e-mail, free of charge, after the request has been submitted to the TSU e-mail address provided below.

Bids must be delivered to the address below on or before May 19, 2026, 10,00hrs., local time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on May 19, 2026 at 10.05.hrs, local time. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

All Bids must be accompanied by a Bid-Securing Declaration.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
