Job description

Aninver Development Partners SL (www.aninver.com) is looking for a Cement Decarbonization Expert for a industry, engineering, environment consultancy assignment financed by UNIDO in Multiple countries.

Aninver Development Partners is seeking an expert Cement Decarbonization Expert for an upcoming UNIDO-supported initiative focusing on heavy industry decarbonization across multiple countries. The overarching programme aims to provide technical assistance to industrializing developing countries willing to leapfrog and switch to less-carbon intensive production methods, specifically targeting cement and concrete to meet net-zero targets.

The assignment addresses critical challenges in the cement sector, which is responsible for significant global emissions and faces rising demand in emerging economies. The expert will contribute to developing globally applicable methodologies and analytical tools for assessing cost differentials, wider benefits, and mitigation options relating to low-carbon cement, supporting green public procurement policies and scaling up sustainable investments.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Contribute to the development of globally applicable methodologies and analytical tools for assessing potential cost differentials of low-carbon cement in green public procurement.
  • Develop approaches to identify, quantify, and monetize the wider socioeconomic and environmental benefits of decarbonizing cement production.
  • Formulate a structured framework of mitigation alternatives and policy instruments to address potential cost premiums at source and through public procurement.
  • Conduct pilot applications of the developed modules and tools in selected partner countries using secondary data and stakeholder engagement.
  • Deliver practical guidance and tools to support governments and procurement authorities in applying low-carbon cement methodologies.

Scope of work

  • Define assessment scopes, emissions thresholds, technology pathways, and key assumptions for conventional versus low-carbon cement production.
  • Develop methodologies to evaluate the impacts of potential cost differentials across product, project, and country or portfolio levels.
  • Design sensitivity analysis frameworks addressing how policy, market, and financing conditions influence estimated cost differentials.
  • Establish valuation approaches and quantification methods for wider benefits linked to cement decarbonization.
  • Assess supply-side instruments to address cost differentials, including production incentives, concessional finance, and carbon-pricing revenues.
  • Execute pilot testing of modules in target partner countries through stakeholder interviews and indicative project assumptions.
  • Contribute to drafting practical policy guidance documents on interpreting and applying assessment results.

Your role as Cement Decarbonization Expert

  • Lead technical inputs related specifically to cement production processes, manufacturing technologies, and decarbonization pathways.
  • Collaborate with multidisciplinary team members to integrate cement-specific data into techno-economic models and cost-differential tools.
  • Analyze supply-side decarbonization options, alternative binders, energy efficiency measures, and carbon capture solutions for the cement industry.
  • Support the monetization of wider benefits associated with lower emissions in the cement value chain.
  • Contribute to the formulation of mitigation strategies and policy recommendations tailored to the cement sector.
  • Participate in pilot testing activities across target countries, engaging with industry players and national authorities.
  • Draft technical reports, inputs for integrated tools, and sections of the final practical guidance materials.
